About the Role
Talents Tide is seeking a Head of Capital Projects Section to lead and manage all capital and construction projects for an Authority in Dubai. The role involves planning, supervision, process development, and coordination to ensure projects are delivered on time, within budget, and with high quality.

Responsibilities
- Prepare and follow up the implementation of the annual operational plan for the section, including defining projects and initiatives, setting performance indicators and targets, and estimating budgets
- Full supervision of the implementation of capital projects in accordance with approved time, financial, and technical standards
- Develop and apply standard project management processes and procedures (planning, scheduling, cost analysis, report preparation)
- Monitor project timelines, budgets, and quality, and recommend required improvements in case of deviation from the plan
- Follow up on the performance of contractors, subcontractors, and consultants at project sites, ensuring adherence to quality standards
Requirements
- Bachelor’s degree in Civil Engineering, Project Management, or Strategic Project Planning, or equivalent from an accredited university
- Minimum 7 years of relevant work experience
- Ability to prepare consistent recommendations and inputs for policies, regulations, and laws
- Ability to lead planning and execution of high impact programs and coordinate with stakeholders
- Ability to lead multidisciplinary teams and coordinate activities
- Ability to apply sector related knowledge and emerging trends to develop enabling strategies and policy inputs

Job Purpose
- To lead and manage all capital and construction projects of the Authority from the planning stage through to delivery, ensuring execution of projects within the specified time and budget, with high quality, and in alignment with the Authority’s strategic objectives.
Key Responsibilities Functional
- Prepare and follow up the implementation of the annual operational plan for the section, including defining projects and initiatives, setting performance indicators and targets, and estimating budgets.
- Full supervision of the implementation of capital projects in accordance with approved time, financial, and technical standards, and ensuring contractors’ compliance with the scope of work.
- Develop and apply standard project management processes and procedures (planning, scheduling, cost analysis, report preparation).
- Monitor project timelines, budgets, and quality, and recommend required improvements in case of deviation from the plan.
- Follow up on the performance of contractors, subcontractors, and consultants at project sites, ensuring adherence to quality standards.
Required Qualifications Academic
- Bachelor’s degree in Civil Engineering, Project Management, or Strategic Project Planning, or equivalent from an accredited university
Professional Experience and Skills
- Minimum 7 years of relevant work experience
- Ability to prepare consistent recommendations and inputs for policies, regulations, and laws to enable the sector
- Ability to lead planning and execution of high impact programs and coordinate and engage with various internal and external stakeholders
- Ability to lead multidisciplinary teams and coordinate activities and initiatives aimed at activating and developing the sector
- Ability to apply sector related knowledge and emerging trends to develop enabling strategies and policy inputs
