Role Description

  • The Graduate Engineer – Stakeholder Management – Dubai (NOC / Permitting Engineer) is a full time, on site role based in Dubai.
  • The ideal candidate supports the delivery of authority approvals and stakeholder coordination, providing the documentation, tracking, and follow up that keep NOC and permit submissions moving.
  • This is a developmental role designed to build hands on knowledge of the UAE approval landscape under the guidance of the senior engineer.

Key Responsibilities

  • Prepare and compile NOC and permit submission packages (drawings, forms, supporting documents) to each authority's required format.
  • Maintain the stakeholder register, approval tracker, and permit log, keeping status, dates, and conditions current.
  • Submit applications through authority portals, monitor progress, and follow up proactively to chase responses and clear queries.
  • Coordinate utility survey, trial pit, and affection plan requests, and help compile findings into submissions.
  • Take minutes and actions at stakeholder coordination meetings and circulate them promptly.
  • Track conditions of approval and support close out, flagging anything overdue or at risk to the senior engineer.
  • Assist with correspondence to authorities and developers under supervision.
  • Maintain an organized document filing system for all approvals and stakeholder records.
  • Build working knowledge of the standards and requirements of Dubai and Northern Emirates authorities RTA, DEWA, Dubai Municipality (Sewerage & Recycled Water), du, e&, Empower, Dubai Civil Defense, Trakhees, DCAA and master developers (Nakheel, Emaar, Meras, Dubai Holding, Shobha) in Dubai; and SEWA

Qualifications & Experience

  • Bachelor's degree in Civil, Infrastructure, or a related Engineering discipline.
  • 1–4 years' experience; UAE infrastructure or authority coordination exposure is an advantage.
  • Strong organisation, attention to detail, and document control skills.
  • Proficiency in MS Office; familiarity with submission portals a plus.
  • UAE driving licence preferred.
