General Manager/Sr Project Manager - Construction

Role Overview

Strategic Leadership

• Work with senior management to execute construction strategy and operational growth plans.
• Establish operational objectives, performance benchmarks, and execution standards across projects.
• Oversee the project portfolio, including luxury villas, residential developments, and commercial developments.
• Support business development, tender evaluations, feasibility reviews, and client acquisition strategies.
• Represent the company in executive, client, consultant, and authority meetings.

Project Planning and Execution

• Oversee planning, mobilization, construction, testing, commissioning, and final handover.
• Ensure delivery on time, within approved budgets, and in accordance with contractual and quality standards.
• Review project schedules, manpower deployment, procurement strategies, and resource allocation.
• Monitor progress, operational risks, delays, recovery plans, and mitigation strategies.
• Coordinate consultants, subcontractors, suppliers, and internal project teams.

Regulatory Leadership

• Ensure compliance with UAE construction regulations and authority requirements.
• Maintain working relationships with Dubai Municipality, Dubai Development Authority, Trakhees, Dubai Civil Defense, DEWA, and other authorities.
• Oversee authority submissions, approvals, permits, NOCs, inspections, and completion certification.
• Monitor environmental, zoning, safety, and regulatory compliance across projects.
• Resolve regulatory and operational issues through government coordination.

Financial Management

• Develop and oversee project and operational budgets.
• Implement cost control, value engineering, and operational efficiency initiatives.
• Approve procurement strategies, subcontractor appointments, and major commercial decisions.
• Monitor profitability, operational costs, cash flow alignment, and resource utilization.
• Minimize operational, commercial, and financial risks across projects.

Team Leadership

• Lead Project Managers, Engineers, Site Teams, Supervisors, and operational departments.
• Oversee workforce planning, recruitment support, training, employee development, performance evaluations, and succession planning.
• Establish reporting structures, accountability systems, and operational responsibilities.
• Promote ownership, collaboration, accountability, and continuous improvement.

Quality and Safety

• Ensure compliance with QA/QC procedures, ISO standards, and UAE safety regulations.
• Oversee quality assurance and HSE management systems across projects.
• Conduct operational reviews, audits, inspections, and corrective action follow-ups.
• Promote incident prevention and continuous improvement in quality, operational, and safety performance.

Stakeholder Management

• Maintain relationships with clients, consultants, developers, subcontractors, suppliers, and authorities.
• Resolve client concerns, project disputes, operational challenges, and contractual issues.
• Coordinate with HR, Finance, Procurement, Planning, Logistics, and Commercial teams.
• Prepare operational and project performance reports for senior management.

Risk and Governance

• Identify operational, financial, contractual, and execution-related risks.
• Develop mitigation plans, contingency measures, and recovery strategies.
• Ensure compliance with contractual obligations, company procedures, and governance standards.
• Lead resolution of delays, disputes, claims, and operational escalations.
• Support business continuity planning and crisis management.

Qualifications

• Bachelor's degree in Civil Engineering, Construction Management, or a related field.
• Master's degree or professional certifications in Construction Management are preferred.
• 10–15 years of experience in UAE construction operations and project management.
• Strong experience managing luxury villas, residential, and mixed-use commercial developments.
• Experience with G+12 Dubai Municipality-approved projects is preferred.
• Strong understanding of UAE construction regulations, authority approvals, and contractor operations.
• Authority certifications or accreditations are preferred.
• Strong leadership, operational management, commercial, and stakeholder management capabilities.
• Excellent communication, negotiation, and decision-making skills.
