Responsibilities
- Support the structuring and development of public private partnerships in the energy sector
- Provide technical assistance on private sector participation mechanisms in energy and electrification projects
- Contribute to the identification, preparation, and structuring of bankable energy projects
- Support the development of sustainable financing mechanisms for renewable energy and energy efficiency
- Advise public institutions on PPP models, contractual frameworks, and risk sharing mechanisms
- Support initiatives promoting private investment in mini grids, off grid systems, and energy infrastructure
- Contribute to financial, economic, and institutional analyses of energy projects
- Support dialogue with investors, financial institutions, and technical and financial partners
- Prepare technical notes, feasibility studies, strategic recommendations, and PPP structuring documents
- Participate in capacity building activities related to private financing and energy PPPs
Requirements
- Master's degree (BAC+5) in economics, finance, energy, project management, engineering, public administration, or related field
- Minimum 10 years of professional experience in PPPs, infrastructure finance, or private sector development
- Minimum 7 years of experience in structuring PPPs or financing energy projects
- Proven experience in private investments related to renewable energy, electrification, or energy efficiency
- Good knowledge of financial models, green finance mechanisms, and PPP frameworks
- Experience in preparing bankable projects and risk analysis is a strong asset
- Experience in Sub Saharan Africa, especially West Africa, highly desired
- Excellent oral and written French (C1 minimum)
- Good knowledge of professional English is an asset

Project Overview
- NTU International is preparing an offer for the EU funded project 'Technical Assistance to the Energy Transition Support Program in Benin (ATE)', aiming to strengthen private sector participation in financing energy access, renewable energy, and energy efficiency investments.
- The program also supports the development of an enabling environment for private investments and public private partnerships (PPPs) in the Beninese energy sector.
Principales responsabilités
- Appuyer la structuration et le développement des partenariats public privé dans le secteur énergétique
- Fournir une assistance technique sur les mécanismes de participation du secteur privé dans les projets d’énergie et d’électrification
- Contribuer à l’identification, la préparation et la structuration de projets énergétiques bancables
- Soutenir le développement de mécanismes de financement durable pour les énergies renouvelables et l’efficacité énergétique
- Conseiller les institutions publiques sur les modèles PPP, les cadres contractuels et les mécanismes de partage des risques
- Appuyer les initiatives favorisant l’investissement privé dans les mini réseaux, les systèmes hors réseau et les infrastructures énergétiques
- Contribuer aux analyses financières, économiques et institutionnelles des projets énergétiques
- Appuyer le dialogue avec les investisseurs, institutions financières et partenaires techniques et financiers
- Préparer des notes techniques, études de faisabilité, recommandations stratégiques et documents de structuration PPP
- Participer aux activités de renforcement des capacités liées au financement privé et aux PPP énergétiques
Formation et expérience
- Diplôme universitaire de niveau Master (BAC+5) en économie, finance, énergie, gestion de projets, ingénierie, administration publique ou tout autre domaine pertinent.
- Minimum 10 ans d’expérience professionnelle dans les PPP, le financement des infrastructures ou le développement du secteur privé.
- Expérience confirmée dans des projets d’infrastructures énergétiques ou de services publics.
- Expérience de travail sur des programmes financés par l’Union européenne, la Banque mondiale, la BAD, IFC, BEI, AFD ou d’autres bailleurs internationaux.
- Minimum 7 ans d’expérience dans la structuration de PPP ou le financement de projets énergétiques.
- Expérience avérée dans les investissements privés liés aux énergies renouvelables, à l’électrification ou à l’efficacité énergétique.
- Bonne connaissance des modèles financiers, des mécanismes de financement vert et des cadres PPP.
- Expérience dans la préparation de projets bancables et les analyses de risques constitue un atout important.
- Expérience en Afrique subsaharienne, notamment en Afrique de l’Ouest, fortement souhaitée.
- Une expérience au Bénin ou dans la région CEDEAO constitue un avantage.
Langues
- Excellente maîtrise du français oral et écrit (C1 minimum)
- Bonne connaissance de l’anglais professionnel constitue un atout
