About the Role
NTU International is preparing an offer for an EU-funded project in Benin and seeks a Senior Expert in Institutional Reforms to support organizational reforms, sector governance, and institutional strengthening in the energy sector.

Responsibilities
- Support institutional and organizational reforms of energy sector structures
- Conduct institutional analyses, organizational diagnostics, and functional evaluations of relevant public entities
- Provide technical assistance to improve coordination mechanisms and sector governance
- Support the development and updating of strategic documents, institutional frameworks, and monitoring evaluation systems
- Support the structuring and operationalization of agencies and institutions under the Ministry of Energy
- Support the implementation of governance mechanisms for sector funds and energy transition financing
- Contribute to the development of results based management systems and green budgeting
- Support institutional dialogue, intersectoral coordination, and stakeholder consultation activities
- Contribute to the development of capacity building plans and administrative modernization
- Prepare technical reports, analysis notes, and institutional recommendations
Requirements
- Master's degree (BAC+5) in public administration, governance, organizational management, public policy, economics, public law, or related field
- Minimum 10 years of professional experience in institutional reforms, public governance, or institutional capacity building
- Minimum 7 years of specific experience in institutional reforms or public governance support
- Proven experience in organizational analysis, institutional restructuring, or administrative modernization
- Good knowledge of inter institutional coordination mechanisms and public management systems
- Experience in the energy, infrastructure, or public utilities sector is an important asset
- Experience in sub Saharan Africa, especially West Africa, is strongly desired
- Excellent command of French (C1 minimum)
- Good knowledge of professional English is an asset

Project Context
- NTU International is preparing an offer for the EU funded project 'Technical Assistance to the Energy Transition Support Program in Benin (ATE)'.
- The project aims to strengthen governance of the energy sector, improve institutional coordination, and support implementation of reforms for Benin's energy transition.
- The expert will support the Directorate General of Energy Planning and Rural Electrification (DGPER) and other institutional actors.
Main Responsibilities
- Support institutional and organizational reforms of energy sector structures
