Project Overview

  • NTU International is preparing an offer for the EU funded project 'Technical Assistance to the Energy Transition Support Program in Benin (ATE)'.
  • The project supports revision of the Electricity Code, updating regulatory texts, and operationalizing energy sector reforms.
  • The expert will support the revision of the regulatory framework and drafting of technical and legal texts for the energy sector in Benin.

Main Responsibilities

  • Support the revision and updating of the Electricity Code and associated regulatory texts.
  • Provide technical assistance in drafting decrees, orders, technical regulations, and normative documents.
  • Contribute to harmonizing regulatory texts with institutional reforms and regional standards.
  • Support preparation of regulatory frameworks for renewable energy, energy efficiency, and rural electrification.
  • Support development of regulatory provisions for mini grids, self production, and sale of electricity surplus.
  • Participate in drafting texts related to regulation of energy services and accreditation of sector actors.
  • Advise beneficiary institutions on technical and legal aspects of regulatory texts.
  • Prepare regulatory analyses, technical documents, and reform proposals.
  • Participate in technical consultations and regulatory validation workshops.
  • Contribute to training and dissemination of new regulatory texts.

Education

  • Master's degree (BAC+5) in law, energy law, energy engineering, public policy, or any relevant field.

General Professional Experience

  • Minimum 10 years of professional experience in energy regulation, regulatory drafting, or sector reforms.
  • Confirmed experience in projects related to the electricity sector or energy infrastructure.
  • Experience working on programs funded by the European Union, World Bank, AfDB, AFD, GIZ, or other international donors.

Specific Professional Experience

  • Minimum 7 years of experience in drafting or revising regulatory texts for the energy sector.
  • Proven experience in regulatory frameworks for electricity, renewable energy, or energy efficiency.
  • Good knowledge of electricity codes, technical standards, and regulatory provisions applicable to energy services.
  • Experience with regulatory authorities, electricity market reforms, or PPP frameworks is a strong asset.
  • Experience in Sub Saharan Africa, especially West Africa, is highly desirable.
  • Experience in Benin or the ECOWAS region is an advantage.

Languages

  • Excellent command of French (oral and written, C1 minimum).
  • Good knowledge of professional English is an asset.
