- Conduct sectoral analyses, institutional diagnostics, and strategic studies related to the energy sector
- Support monitoring of sector reforms and regulatory frameworks related to energy transition
- Contribute to developing mechanisms to promote private investment and public private partnerships in energy
- Support coordination among different stakeholders in the energy sector
- Support monitoring of sector indicators, logical frameworks, and program performance
- Contribute to preparing technical reports, strategic notes, and public policy recommendations
- Participate in capacity building activities for beneficiary institutions
Requirements
- Master's degree (BAC+5) in energy, energy economics, engineering, public policy, environment, or related field
- Minimum 10 years of professional experience in the energy sector
- Minimum 7 years of experience in energy policy development or implementation
- Experience in renewable energy, energy efficiency, or rural electrification
- Knowledge of institutional and regulatory frameworks for energy in West Africa
- Experience in policy dialogue, institutional coordination, and monitoring of sector reforms
- Excellent command of French (C1 minimum)
- Experience with EU, World Bank, AfDB, AFD, GIZ or other international donors
- Experience in Benin or ECOWAS region is an asset
- Experience with green finance mechanisms, PPPs, or private sector mobilization is an advantage

Project Overview
- NTU International is preparing a proposal for the EU funded project 'Technical Assistance to the Energy Transition Program in Benin (ATE)'.
- The overall objective is to accelerate the energy transition in Benin, including reduction of greenhouse gas emissions as per the Nationally Determined Contribution (NDC).
- The program aims to support implementation of sector reforms, strengthen governance, improve access to sustainable and affordable energy, and develop renewable energy and energy efficiency.
Main Responsibilities
- Support the development, update, and implementation of energy sector policies, strategies, and action plans.
- Provide technical assistance on energy transition, renewable energy, energy efficiency, and electricity access.
- Contribute to policy dialogue between Beninese institutions, the European Union, and technical/financial partners.
- Conduct sectoral analyses, institutional diagnostics, and strategic studies related to the energy sector.

Education

General Professional Experience
- Minimum 10 years of professional experience in the energy sector.
- Confirmed experience in sector reform projects, energy governance, or energy transition.
- Experience working on programs funded by the European Union, World Bank, AfDB, AFD, GIZ, or other international donors.
Specific Professional Experience
- Minimum 7 years of experience in energy policy development or implementation.
- Proven experience in renewable energy, energy efficiency, or rural electrification.
- Good knowledge of institutional and regulatory frameworks of the energy sector in West Africa.
- Experience in policy dialogue, institutional coordination, and monitoring of sector reforms.
- Experience in Benin or the ECOWAS sub region is an important asset.
- Experience related to green finance mechanisms, PPPs, or private sector mobilization is an advantage.
Languages
- Excellent command of French (oral and written, C1 minimum).
- Good knowledge of professional English is an asset.
