Environmental Inspector (“EI”) is the primary point of contact for onsite environmental compliance, and as such the EI is expected to read and understand all requirement and conditions.
Environmental Inspectors shall have the authority to stop activities that violate the environmental conditions of the Certificate, State and Federal environmental permit conditions, or landowner requirements; and to order appropriate corrective action.
Examples of these documents are:
Plans and Procedures of any federal or state regulatory Agency having jurisdiction over client or the Work, which may include Federal Energy Regulatory Commission (collectively “Agency”)
• Construction Stormwater Permit
Erosion and Sediment Control Plans
• Spill Response Plan
Spill Prevention, Control and Countermeasures plans (“SPCC”) if greater than 1320 gallons of oil (fuel) stored on site.
Hazardous materials storage areas, secondary containment and spill reporting
US ARMY Corps of Engineers (“USACE”) Permits
State water quality permits and certification conditions
Hydrostatic test water discharge permits
Surface water withdrawal permits and best management practices (“BMP”)
State Historic Preservation Office (“SHPO”) clearance conditions and limits
US Fish and Wildlife Service (“USFWS”) clearance conditions and limits
Timing restrictions for rare plants, spawning seasons, tree clearing, mowing, etc. Additional roles and responsibilities include:
Ensures compliance with requirements of environmental permits and approvals, and environmental requirements in landowner easement agreements
Identifies documents and oversees corrective actions, as necessary to bring an activity back into compliance.

Verifies that the limits of authorized construction work areas and locations of access roads are properly marked before clearing
Verifies the location of signs and highly visible flagging marking the boundaries of sensitive resource areas, waterbodies, wetlands, or areas with special requirements along the construction work area
Ensures that the location of dewatering structures and slope breakers will not direct water into known cultural resources sites or locations of sensitive species
Verifies that the trench dewatering activities do not result in the deposition of sand, silt and/or sediment near the point of discharge into a wetland or waterbody. If such deposition is occurring, the dewatering activity shall be stopped, and the design of the discharge shall be changed to prevent reoccurrence
Ensures that subsoil and topsoil are tested in agricultural and residential areas to measure compaction and determine the need for corrective action
Ensure restoration of contours and topsoil
Verifies that the soils imported from agricultural or residential use have been certified as free of noxious weeds and soil pests, unless otherwise approved by the landowner. Verifying that seed and soil amendments being used meet specifications of the plans and permits.
Determines the need for and ensures that erosion controls are properly installed, as necessary to prevent sediment flow into wetlands, waterbodies, sensitive areas, and onto roads.
Inspects and ensures the maintenance of temporary erosion control measures at least: On a daily basis in areas of active construction or equipment operation, on a weekly basis in areas with no construction or equipment operations. Within 24 hours of each 0.5 inch of rainfall; Ensuring the repair of all ineffective temporary erosion control measures within 24 hours of identification In accordance with state storm water management plan/permit requirements Maintains detailed records of inspections including condition of BMP and if repairs needed. Provide punch list to Lead EI and conduct follow up inspection to document that repairs were made, when they were made and the adequacy of the repairs.

Communicates restricted use areas through signage or barricade, such as fencing, means. Verbal communication is used only as a first means, but is followed immediately with a physical means.
Evaluates Third-Party Contractor’s implementation of established environmental mitigation measures.
Documents compliance with the environmental conditions of the Agency order, permits and environmental requirements. Reports same to Lead EI.
Maintains own permit binder for EI’s applicable areas of the project.
Conducts environmental training for all onsite workers in accordance with applicable requirements. Conduct, document, and maintain records of initial training for all workers (Agency, permit conditions, stormwater pollution prevention plan, groundwater protection plan, etc.) Conduct, document and maintain records of quarterly refresher training for all workers (GPP & SWPPP) Maintains environmental training records for duration of project to be made readily available for Agency or client

Ensures secondary containment is being used and properly maintained by Third-Party Contractor for all tanks and for equipment, hazardous material, and fuels within 100 ft of waterbodies.
Ensures inspection are being conducted and documented in strict compliance with applicable SPCC plans prepared by client and its Third-Party Contractor.
Coordinates daily with Project Site Supervisor, if available, and Third-Party Contractor foremen to review routine, typical daily work and applicable environmental requirements for activities to be conducted. This coordination is particularly important for planning stream crossings. May consult with the planning of and HDD, at the request of the Lead EI.
Attends/participates in client ’s permit transition meetings at the request of the Lead EI or Project Site Supervisor to review all permits and permit conditions.
Reports noncompliances and problem areas to Lead EI.
Participates in root cause analysis and meetings with client and Third-Party Contractor to review all noncompliances and corrective actions and provide updated training to crews as defined in root cause analysis.
Contacts Project Site Supervisor, Construction Environmental Compliance Coordinator (“ ECC”) and client contact regarding any spills, waste generation, landowner complaints or notices of Agency inspection. If unable to reach Construction ECC or client contact, then Lead EI can notify Agency of spill in accordance with the project plans.
Consults and participates with Project Site Supervisor and Project Engineer in planning of hydrostatic test discharges.
Shall be equipped with the following: Device with the ability for taking and providing daily pictures as documentation of inspected activities. Daily Logbook for taking daily notes and noting any issues.
