Engineering Consultancy Manager – Business Development & Project Delivery

We are seeking a hands-on

to build and grow our engineering consultancy business in Jeddah.

This is a

commercial and delivery leadership role

, not a conventional technical office or project management position.

The successful candidate will be responsible for developing the client pipeline, winning consultancy projects, leading proposals and fee negotiations, and overseeing projects through delivery, invoicing, and collection.

• Develop and execute the engineering consultancy business development strategy.
• Identify target clients, build relationships, and generate qualified opportunities.
• Lead proposals, pricing, bid/no-bid decisions, and commercial negotiations.
• Convert opportunities into signed contracts and repeat business.
• Manage the full project lifecycle from opportunity to delivery, invoicing, and collection.
• Manage engineering partners and subconsultants while ensuring quality and delivery standards.
• Protect project margins, payment terms, quality, compliance, and client satisfaction.
• Maintain regular reporting on pipeline, proposals, contracts, project delivery, and cash collection.

• Bachelor's degree in Engineering.
• Proven track record of personally winning engineering consultancy projects.
• Strong experience in business development, proposals, fee pricing, negotiation, client management, and project delivery.
• 10–15 years of relevant experience is preferred.
• Strong knowledge of the Saudi engineering consultancy market.
• Established network of clients and decision-makers in Jeddah or the Western Region.
• Knowledge of Saudi Building Code, Balady, municipality requirements, and Saudi Council of Engineers requirements.
