Development Manager - Data Centre Sites

The Opportunity

Location and Travel

• The role is based in Dubai, UAE.
• Travel across the GCC and internationally, including the United States, is required.

Key Responsibilities

• Identify and assess land and power opportunities for hyperscale and colocation data centre developments.
• Lead site selection, feasibility assessments, and development due diligence.
• Evaluate power infrastructure, utility capacity, grid interconnection, substations, energisation costs, and delivery timelines.
• Coordinate land title, zoning, easement, permitting, and development approval matters.
• Manage utilities, landowners, consultants, contractors, brokers, legal advisors, and other stakeholders.
• Progress negotiations with landowners, utility providers, contractors, and potential partners.
• Review technical studies and development assumptions while identifying risks and opportunities.
• Support interconnection applications, technical studies, and infrastructure planning.
• Liaise with legal counsel on land and commercial documentation.
• Prepare transaction-ready site packages, data rooms, schedules, risk registers, and power strategies.
• Support investor engagement, buyer discussions, transactions, and deal structuring.
• Maintain development pipelines and report on milestones, risks, budgets, and commercial developments.

Candidate Requirements

• At least 10 years of experience in a relevant data centre, land and power, energy or utility infrastructure, or EPC development field with data centre exposure where stated.
• Track record of progressing development opportunities from origination through sale, financial close, investment approval, or delivery.
• Strong understanding of power infrastructure, grid interconnection, utility engagement, and development processes.
• Ability to review technical claims, interconnection studies, single-line diagrams, load studies, and infrastructure assessments.
• Strong commercial awareness of development agreements, leases, co-location agreements, term sheets, and related legal documentation.
• Excellent project management, stakeholder management, and negotiation skills.
• Experience managing multidisciplinary consultants, contractors, and external advisors.
• Ability to work independently in a fast-paced entrepreneurial environment.
• Fluent English is required; Arabic is advantageous.
• Willingness to travel across the GCC and internationally.
• Degree in Engineering, Energy, Real Estate, Infrastructure, Finance, or a related discipline.
