Role Overview
The Cost Manager will manage project costs during the pre-contract phase for projects in Dubai, supporting delivery within scope, schedule, budget, and quality standards.
The role involves working with clients, stakeholders, and internal teams to develop cost strategies and provide data-driven recommendations.
Responsibilities
- Manage pre-contract cost planning, estimating, budget development, and tender documentation using NRM, POMI, and CESMM methods.
- Assess risks, develop contingency budgets, identify cost savings and value engineering opportunities, and report budget deviations.
- Validate cost data, provide cost-effective advice using CostX, collaborate with project stakeholders, and support UAE cost benchmarks.
- Ensure compliance with regulations, industry practices, client specifications, and applicable construction standards.
Qualifications and Experience
- A bachelor's degree in Quantity Surveying or a related field is required.
- At least 4 years of progressive cost management experience focused on pre-contract activities is required.
- Independent project cost management experience, accurate estimating ability, and UAE market experience are required.
- MRICS or similar professional membership is advantageous.
Technical Skills
- Proficiency in cost planning, estimating, tender documentation, and NRM, POMI, and CESMM methods is required.
- Proficiency with CostX measurement software is required.
- Strong cost-data analysis, financial analysis, risk assessment, value engineering, and cost-optimization skills are required.
- English communication, Microsoft Office, and project management tool proficiency are required.
Core Competencies
Strong analytical, problem-solving, numeracy, organizational, and time-management skills are required.
The role requires independent initiative, effective multidisciplinary teamwork, and the ability to manage conflicting priorities and time pressures.
The candidate must communicate effectively with people at all organizational levels and work comfortably in a fast-moving environment.
