Responsibilities
- Plan, direct, and control all technical, commercial, financial, and administrative aspects across multiple concurrent infrastructure projects
- Ensure all program requirements and deliverables meet client stringent standards and expectations
- Lead preparation and implementation of key management plans including Project Execution Plans, Health and Safety Plans, and QA/QC procedures
- Assign responsibilities to senior team members in line with their expertise and project requirements
- Manage scope variations and lead commercial and contractual negotiations with clients, subcontractors, and suppliers
- Maintain strong client engagement as primary point of contact
- Identify project and program risks including delays and cost overruns, and implement proactive mitigation and recovery strategies
- Oversee site operations including labor coordination, procurement, logistics, and commercial controls
- Ensure accurate and timely management of change orders, claims, and contractual documentation
- Promote a culture of quality, safety, and continuous improvement across all projects
- Monitor progress against milestones and KPIs, and provide clear reporting on performance, risks, and corrective actions
- Lead regular progress and coordination meetings with internal teams, clients, consultants, and subcontractors
Requirements
- Bachelor's degree in Engineering or related technical/business discipline
- 20 years of relevant experience including strong project and construction management on large scale infrastructure projects
- Minimum 3 years of work experience in Qatar (mandatory)
- Proven experience in senior leadership roles such as Construction Director, Principal Project Manager, or equivalent
- Extensive background in operations management including oversight of personnel, site operations, and facilities
- Demonstrated ability to manage multiple concurrent projects and teams in a fast paced, client driven environment
- Strong commercial and contractual acumen including experience with claims, variations, and contract administration
- Excellent communication, negotiation, and stakeholder management skills
- Proven leadership, team building, and mentoring capabilities

Job Description
- Parsons is seeking a highly experienced and accomplished Construction Director (Infrastructure) to lead a portfolio of 17 major infrastructure projects in Qatar.
- The program includes roads, utilities, drainage systems, landscaping, and pump stations for a highly demanding client.
What You'll Be Doing
- Plan, direct, and control all technical, commercial, financial, and administrative aspects across multiple concurrent infrastructure projects.
- Ensure all program requirements and deliverables meet the client stringent standards and expectations.
- Lead the preparation and implementation of key management plans, including Project Execution Plans, Health and Safety Plans, and QA/QC procedures.

- Experience delivering major infrastructure programs in the GCC region.
- Experience implementing program level performance management, digital project controls, and reporting systems.
