About The Role
We are seeking a Commercial Affairs Expert to serve as the senior technical authority for Markets Management.
The role is responsible for providing expert advisory services, leading strategic planning and research initiatives, overseeing the implementation of institutional excellence standards, and driving policy development and partnerships — all in alignment with the municipality's strategic objectives.
Key Responsibilities
- Serve as the senior technical reference in markets management; review and endorse studies, reports, and technical recommendations before submission for approval.
- Provide technical expertise and advisory support across all matters related to the organizational unit to all relevant stakeholders upon request.
- Oversee the preparation and implementation of strategic plans, initiatives, and projects for markets management, ensuring alignment with departmental objectives, monitoring KPIs, and addressing operational challenges.
- Provide direct technical supervision to work teams and specialists in markets management, monitor performance and output quality, and submit development recommendations to the Department Manager.
- Propose and develop institutional policies, strategies, legislation, and methodologies to enable the organizational unit to fulfil its mandate in line with evolving environmental conditions.
- Prepare studies and research related to sustainable, privately funded, and privately delivered partnership projects in line with organizational unit requirements.
- Support relevant teams in preparing developmental studies, research, and benchmarking exercises, and apply best practices to achieve global leadership and competitiveness.
- Participate with relevant units in applying institutional excellence standards; provide technical support and ensure readiness for internal and external institutional assessment processes in coordination with the Excellence and Knowledge Management Department.
- Liaise with government departments, authorities, institutions, experts, consultants, and international and local specialized bodies to exchange information, expertise, and experiences, and propose applicable practices for the municipality.
- Contribute to preparing the strategy and work plans of the organizational unit, identifying needs and requirements for implementation in coordination with relevant parties.
- Participate in preparing papers for local, regional, and international award submissions, and represent the unit at workshops, seminars, and conferences.
- Provide technical support to regulatory and financial bodies for auditing quality systems and financial matters of projects designed and implemented within the unit.
- Monitor the implementation of all institutional systems across the unit's areas of work, follow up on internal and external reports, ensure all observations are closed, and propose initiatives to achieve all targets.
- Prepare periodic reports on completed studies, research, and work, noting challenges and corrective measures taken.
- Comply with information security policies and data confidentiality standards in accordance with the municipality's approved data classification system.
- Perform any other related duties as assigned.
Qualifications & Experience
- Bachelor's Degree in any field
- Minimum 15 years of experience (Emiratis only)

Work Environment
Primarily office-based (60%+) with periodic field visits (up to 40%).
Requires internal coordination with the department manager, colleagues, and relevant organizational units, as well as external coordination with consultants, contractors, and international bodies.
No supervisory responsibilities.
Reports directly to the Director of Markets Management.
Vehicle and mobile phone allowances provided subject to applicable HR policies.

The role holder is accountable for the quality of all operations and services executed, compliance with applicable laws and regulations, risk management and business continuity, transparency and integrity, disclosure of conflicts of interest, and adherence to information security and attendance policies.
