Job Description
Turner & Townsend is seeking an accomplished
Associate Director - Infrastructure Strategy, Governance & Programme Delivery
to support a major public sector client on a portfolio of complex infrastructure programmes.
This is a senior leadership role responsible for providing strategic oversight across programme delivery, governance, procurement, commercial management, and service delivery frameworks.
The successful candidate will drive performance improvement, ensure alignment with best practices, and support the successful delivery of large-scale infrastructure initiatives.
Key Responsibilities
- Provide strategic leadership and advisory support across the client's infrastructure portfolio.
- Oversee the development and implementation of programme delivery, governance, procurement, and commercial frameworks.
- Lead benchmarking and gap analysis exercises to identify opportunities for improvement and operational excellence.
- Support the delivery of major infrastructure programmes from planning and procurement through execution and close-out.
- Provide guidance on contract administration, commercial matters, risk management, and stakeholder engagement.
- Foster collaboration across multidisciplinary teams and support effective decision-making at a senior level.
- Ensure programme delivery aligns with organizational objectives, regulatory requirements, and industry best practices.
Qualifications
- Degree in Engineering, Construction Management, Project Management, Commercial Management, or a related discipline.
- Chartered status or professional accreditation from a recognized international institution.
- Minimum
20 years of post-graduate experience
, including:
- 10 years in a senior leadership, director, or advisory capacity
- 5 years of experience within Qatar and/or the GCC region
- Demonstrated experience delivering major infrastructure programmes, preferably within roads, rail, aviation, transportation, or large-scale civil infrastructure environments.
- Strong knowledge of contract management, including
FIDIC contracts, claims management, and Extension of Time (EOT) assessments
.
- Good understanding of Qatar's construction and infrastructure regulatory environment.
- Proven ability to lead complex multidisciplinary programmes and manage diverse stakeholder groups.
- Excellent written and verbal communication skills in
English and Arabic
.
