- Review Inspectors’ Daily Reports to ensure accuracy, completeness, and compliance with project standards
- Prepare the Engineer’s Daily Diary summarizing daily activities, key progress, and observations
- Provide general oversight of Inspectors’ daily activities, including task assignments, on site performance, and technical guidance
- Review Contractor’s inspection, surveying, and testing requests and evaluate subsequent reports for conformance with specifications
- Review and approve Contractor’s shop drawings, materials, and methods as delegated by the Resident Engineer
- Monitor and verify the performance of the Contractor’s survey team and ensure accuracy of setting out works
- Prepare meeting minutes and technical correspondence as delegated by the Resident Engineer
- Coordinate with the Contractor’s supervisory staff regarding work sequence, methodology, and schedule compliance
- Monitor construction progress and ensure adherence to the Contractor’s approved baseline program
- Conduct continuous field inspections of the work in progress and provide consultation to both the Resident Engineer and Contractor’s teams
- Prepare written and verbal reports for the Resident Engineer on technical, contractual, and procedural matters
Requirements
- Minimum 8 years' experience in rail/metro or major infrastructure projects
- Bachelor's degree in Civil Engineering or related discipline from a recognised institution
- Proven experience in site supervision and management of inspection teams
- Demonstrated expertise in utilities and civil works construction
- Strong knowledge of construction specifications, standards, and quality control procedures
- Experience with authority coordination and compliance in infrastructure projects
- Proficiency in reviewing and approving technical submittals, shop drawings, and as built documentation
- Excellent written and verbal communication skills in English
- Competency in HSE standards and site safety protocols

Authority Coordination
- Liaise and coordinate with relevant Authorities.
- Review authority related drawings and ensure compliance with each authority’s latest standards and specifications.
- Follow up on authority inspection requests and assist in resolving comments or non compliance issues.
- Ensure timely submission and approval of all authority NOCs required for construction, testing, and final handover.
- Coordinate with utility service providers to facilitate connection works, diversions, and protection of existing services.
- Attend authority meetings and provide technical input to support the Resident Engineer during coordination and progress discussions.
- Maintain records of authority communications, approvals, and correspondence for project documentation and handover.
Required Qualifications
- Minimum 8 years' experience in rail/metro or major infrastructure projects.
- Bachelor's degree in Civil Engineering or related discipline from a recognised institution.
- Proven experience in site supervision and management of inspection teams.
- Demonstrated expertise in utilities and civil works construction.
- Strong knowledge of construction specifications, standards, and quality control procedures.
- Experience with authority coordination and compliance in infrastructure projects.
- Proficiency in reviewing and approving technical submittals, shop drawings, and as built documentation.
- Excellent written and verbal communication skills in English.
- Competency in HSE (Health, Safety, and Environment) standards and site safety protocols.
Preferred Qualifications
- Experience on freight rail facilities, rail logistics, or transportation infrastructure projects.
- Familiarity with surveying, setting out works, and construction layout verification.
- Knowledge of utility service coordination and diversions.
- Experience with project management software and digital documentation systems.
- Professional certification in Civil Engineering or Project Management.
- Previous experience working on projects in the Middle East or similar regulatory environments.
- Strong stakeholder management and inter departmental coordination experience.
