Technical Manager

Job Purpose

New Projects

• Prepare project scopes of work and descriptions with ENOC E&C.
• Review project proposals and feasibility studies for completeness, objectives, and operational requirements.
• Develop project budgets and endorse project execution plans.
• Ensure environmental, health, and safety requirements are included in project requirements.

Engineering and Procurement

• Approve critical engineering documents, including P&IDs, PFDs, and plot plans.
• Oversee the quality of external engineering and project management services.
• Guide design reviews, HAZOPs, risk assessments, and technical audits.
• Approve vendor lists, tender packages, bid evaluations, contract awards, and recorded deviations.

Construction and Commissioning

• Manage project issues and represent the company in contractor disputes.
• Approve technical and commercial deviations and variation orders outside project engineer authority.
• Coordinate operations, maintenance, and engineering teams during pre-commissioning and handover.
• Develop commissioning and operating procedures and organize operational training for new equipment.

Maintenance

• Manage maintenance activities for assets across five terminals in Jebel Ali and Fujairah.
• Approve maintenance procedures and develop schedules, including schedules for computerized maintenance systems.
• Prepare annual maintenance expense and capital investment budgets.

Process Improvement and Compliance

• Approve process and hardware changes to improve terminal operations while meeting EHS requirements.
• Review technology and process improvements for terminalling and distribution efficiency.
• Manage compliance with the EPPCO quality assurance system and maintain terminal quality management systems.
• Review audit schedules and ensure satisfactory close-out of observations and nonconformances.
• Implement environmental management systems and environmental improvement programs.

Information Security

• Comply with information security policies, standards, and procedures.
• Classify and protect information assets under the data classification standard.
• Report security incidents, vulnerabilities, weaknesses, and non-compliance through established procedures.
• Fulfil role-specific responsibilities and support the effectiveness of the Information Security Management System.

Experience and Qualifications

• Graduate in Engineering.
• 10 years of experience in the oil and gas industry.
• Full knowledge of project management activities and budgetary control systems.
• Sound knowledge of terminal maintenance and operations activities.
• Familiarity with international engineering and safety codes, purchasing activities, EHS guidelines, and ISO 9000 requirements.
• Process leadership, management, communication, and negotiation skills.
