The Senior Program Controls Specialist leads and governs program controls across a portfolio of large, complex projects.

The position acts as a trusted advisor to executive leadership, project directors, finance, commercial, procurement, and delivery teams.
Program Controls Governance
- Develop, implement, and improve program controls frameworks, methodologies, policies, and governance processes.
- Establish and maintain program and project baselines for scope, schedule, cost, progress, and performance.
- Ensure controls processes comply with corporate governance, client obligations, audit expectations, and industry practices.
Cost, Schedule, and Performance
- Oversee budgets, forecasts, schedules, cash flow, earned value performance, and project performance indicators.
- Direct portfolio-wide cost and schedule forecasting and provide accurate, timely reporting.
- Lead business reviews, variance analysis, trend assessment, scenario evaluation, and recommendations.
Risk, Change, and Portfolio Delivery
- Drive resolution of project risks, schedule delays, cost overruns, productivity challenges, and execution issues.
- Lead change control governance and evaluate cost, schedule, contractual, risk, and business impacts.
- Direct portfolio risk management, mitigation planning, contingency management, and escalation of material exposures.
- Support business planning, resource forecasting, capital planning, and long-range portfolio performance analysis.
Leadership and Stakeholders
- Partner with project, commercial, finance, procurement, and delivery teams to optimize outcomes and financial performance.
- Oversee project controls personnel through direction, coaching, mentoring, performance management, and capability development.
- Act as the primary program controls focal point for executives, customers, auditors, and key stakeholders.
Reporting and Improvement
- Provide executive dashboards and strategic insights using Power BI, SAP, Primavera P6, Microsoft Excel, and enterprise systems.
- Lead audits, compliance reviews, lessons learned, assurance activities, and continuous improvement initiatives.
- Establish standards that improve forecasting accuracy, reporting quality, data integrity, and operational efficiency.
Required Qualifications
- Bachelor's degree in Engineering, Construction Management, Project Management, Finance, Business Administration, or a related discipline.
- At least 10 years of progressive experience in project controls, program controls, cost management, planning, scheduling, project management, or PMO leadership.
- Experience leading controls across large-scale capital projects, infrastructure, data centers, energy, engineering, construction, or technology programs.
- Advanced expertise in cost, forecasting, budgeting, scheduling, earned value, risk, performance measurement, reporting, and change control.
- Extensive working knowledge of Primavera P6, SAP, Microsoft Excel, Power BI, and enterprise project controls systems.
- Strong understanding of project finance, accounting, cash flow, accruals, and cost-to-complete methodologies.
Preferred Qualifications
- PMP, PgMP, PMI-SP, PMI-RMP, CCP, PSP, EVP, or an equivalent professional certification.
- Experience supporting multinational organizations and regional or global project portfolios.
- Deep understanding of project governance, PMO operations, portfolio management, and capital project delivery frameworks.
- Experience supporting data center, mission-critical, technology infrastructure, EPC, construction, or major capital investment programs.
- Master's degree in Engineering, Project Management, Finance, Business Administration, or a related field.
- Experience implementing enterprise reporting, business intelligence, automation, or digital transformation in project controls.
