Sr. HSE Engineer

Role Overview

HSE Management and Compliance

• Manage departmental HSE objectives, initiatives, KPIs, procedures, guidelines, standards, and policies.
• Review scopes of work and specify HSE requirements at appropriate project lifecycle stages.
• Participate in technical bid evaluations and review tenderer submissions.
• Review project HSE documentation and conduct internal site audits and assessments.
• Monitor and participate in critical HSE audits, inspections, and reviews for infrastructure and civil projects.
• Facilitate corporate and certification-agency HSE audits and assure compliance.

Risk, Incidents, and Certification

• Guide implementation of HSE legal requirements, regulatory requirements, national laws, and applicable international conventions.
• Support QHSE certification activities, including risk assessments, targets, monitoring, performance reporting, and report compilation.
• Guide project HSE teams in implementing corporate and directorate HSE requirements throughout project duration.
• Monitor incident reporting, investigations, corrective and preventive action close-out, lessons-learned registers, and root cause analysis.
• Establish departmental project HSE risk registers and participate in recommended HSE studies.

Teams and Contractors

• Enhance HSE awareness among client staff and contractors and identify training needs.
• Support HSE skills and competency development among department staff, client staff, and contractors.
• Help formalize contractor HSE organizations and assess HSE personnel and safety staff competence before mobilization.
• Visit project sites and coordinate with project HSE teams to support effective implementation of HSE requirements.

Minimum Requirements

• Bachelor's degree in an engineering discipline from an internationally recognized university.
• OSHA, NEBOSH, or IOSH certification or diploma.
• At least 15 years of experience in HSE management functions.
• Construction safety exposure on major infrastructure and/or oil and gas projects.
• At least 5 years in a similar senior HSE position.

Knowledge and Key Skills

• Experience developing and implementing HSE targets, objectives, KPIs, statistics, and performance monitoring.
• Familiarity with ISO and OSHA standards and established international codes and standards.
• Experience providing safety management and supervision to project HSE personnel.
• Experience developing project HSE plans, philosophies, and specifications.
• Relevant skills in HSE studies and related project assessments.

Schedule and Start

• The expected start is as soon as possible, typically within one month of notice.
• The working schedule is five days per week for eight to nine hours per day or according to project requirements.

Location and Work Basis

• The position is based in Doha Onshore on a residential basis.
• The role includes visits to project sites.
