The Senior TANF Program Integrity Specialist leads complex contractor support for OFA compliance monitoring, audit support, program integrity reviews, and risk-based oversight of state TANF programs. The specialist applies advanced knowledge of TANF requirements, federal grants oversight, audit practices, and data analysis to identify systemic issues and support high-quality review products for federal decision-making.
Responsibilities:
Lead contractor support for TANF compliance reviews, desk audits, monitoring activities, and targeted program integrity assessments.
Analyze complex TANF statutory and regulatory requirements and apply them to state program operations, reporting, fiscal documentation, and policy materials.

Review TANF financial data, expenditure records, work participation information, quarterly reports, ACF-202 submissions, and other relevant information to identify compliance risks or data quality concerns.
Develop audit protocols, monitoring methodologies, evidence collection tools, workpaper templates, risk assessment frameworks, and quality assurance procedures.
Assess documentation related to TANF reporting requirements, work participation rules, penalty-related provisions, EBT restrictions, child support cooperation, immigrant eligibility, and other program integrity areas.
Prepare draft audit reports, monitoring findings summaries, issue papers, senior briefing materials, corrective action summaries, and technical assistance recommendations for federal review.
Identify cross-state trends, systemic weaknesses, recurring documentation gaps, and opportunities to improve oversight processes.
Manage multiple concurrent reviews, coordinate assignments, track deadlines, and ensure deliverables are accurate, well-supported, and timely.
Review and provide quality control for work products prepared by junior or mid-level analysts.
Support federal staff in preparing for state meetings, briefings, technical assistance sessions, and follow-up reviews.
