The Senior Program Integrity Analyst (Fiscal Monitoring) provides advanced support for OFA’s TANF fiscal oversight, subgrantee monitoring, program integrity, and risk-based monitoring activities. The analyst reviews financial data, state oversight practices, expenditure documentation, reporting submissions, and internal control processes to help identify fiscal risks, reporting concerns, and opportunities to strengthen TANF accountability.
This role focuses on fiscal monitoring, subrecipient oversight, protocol development, data analysis, and technical assistance.
Responsibilities:
Support fiscal oversight of state TANF programs, including review of expenditure data, financial reports, obligation trends, and documentation related to TANF and Maintenance of Effort funds.

Analyze state TANF financial and programmatic reports to identify trends, inconsistencies, unusual spending patterns, incomplete submissions, or potential fiscal risk areas.
Review state subgrantee and subrecipient monitoring policies, procedures, tools, and documentation.
Support assessment of state processes for tracking allowable expenditures, transfers, reserves, benefit issuance, participant services, and subrecipient accountability.
Develop monitoring protocols, desk review tools, fiscal oversight checklists, documentation request templates, risk indicators, and quality assurance procedures.
Support risk-based monitoring approaches to help prioritize review areas, states, or program components.
Analyze documentation related to state oversight of contractors, local agencies, community-based organizations, and other TANF-funded entities.
Support review of TANF reporting requirements, including quarterly reports and data quality follow-up.
Prepare fiscal monitoring summaries, issue papers, data summaries, briefing materials, and technical assistance recommendations for federal review.
Identify common fiscal documentation gaps, subgrantee monitoring challenges, or oversight weaknesses.
Support development of technical assistance materials on fiscal accountability, subrecipient monitoring, documentation standards, and reporting expectations.
Track state follow-up items, documentation requests, monitoring observations, technical assistance needs, and resolution status.
Coordinate with federal staff, fiscal specialists, program staff, data teams, and other stakeholders.
Review junior or mid-level analyst work products for accuracy, consistency, and alignment with protocols.
