Responsibilities
- Execute the entire recruitment cycle for Managerial and Leadership roles, including sourcing, headhunting, assessments, interviews, and job offers
- Manage pre joining and post joining onboarding activities for new hires
- Prepare talent market research insights, outreach, and benchmarking activities
- Conduct recruitment analytics and metrics reporting
- Review and assess third party contracts for headhunting and assessment services
- Develop and review recruitment SLAs, policies, and procedures
- Provide coaching and on job training to junior Talent Acquisition staff
- Manage internal communications with business units involved in the joining process
Requirements
- Bachelor's degree in Human Resources, Organizational Behavior, Business Administration or related field
- Minimum 8 years of relevant experience in Talent Acquisition, Sourcing and Recruiting
- Excellent knowledge of local, regional and global recruitment trends
- Advanced interviewing skills
- Advanced data analysis skills
- Advanced MS Office skills
- Hands on experience in HR Module and Recruitment Software
- Certifications from HRCI / SHRM / CIPD are advantageous
- Master's degree in HR or related field a plus
- Languages: English mandatory; Arabic or French preferred

Job Purpose
- Focus on attraction and acquisition of Managerial and Leadership roles (Director General, Director, Manager, Associate Manager) as per approved recruitment plans.
- Execute the entire recruitment cycle (Requisition to Joining) including proactive sourcing, headhunting, executive search, leadership assessments, selection interviews, and job offers.
- Carry out pre joining and post joining onboarding activities.
- Prepare talent market research insights, outreach, benchmarking, and recruitment analytics.
Key Accountabilities Talent Acquisition Operations
- Participate in developing Talent Acquisition strategy and associated programs.
- Evaluate and select headhunting and executive search firms, leadership assessment methodologies, and sourcing channels.
- Review and assess third party contracts and benchmark services.
- Prepare talent market research insights and perform outreach and benchmarking.
- Execute recruitment analytics and metrics.
- Conduct digitization, quality assurance, and information reliability projects.
- Enhance utilization of recruitment channels (website, search firms, social networks).
- Execute recruitment activities for Managerial and Leadership roles.
- Select and deploy modern personnel selection and recruitment tools (psychometric tests, behavioral fitness, business cases, interviews).
- Manage pre selection processes like CV screening and interview coordination.
- Consolidate leadership assessment reports and technical interview results.
- Prepare offers, discuss and negotiate with selected candidates.
Key Accountabilities Onboarding
- Carry out four types of onboarding processes for new joiners (International to HQ, International to Regional Hubs, National to HQ, Internal).
- Ensure smooth execution of pre joining and post joining activities including guidelines, reference checks, government relations, work visa, medical checkups, travel and logistics.
Key Accountabilities Policies and Procedures
- Conduct policies and procedures reviews.
- Identify more efficient ways to achieve sourcing strategies.
- Develop and review recruitment SLAs.
- Develop headhunting and leadership assessment guidelines.
Knowledge Sharing
- Transfer tacit and explicit knowledge to Talent Acquisition Specialists/Officers through coaching and on job training.
- Keep abreast with best practices in Talent Acquisition and recommend improvements.
- Educate relevant staff on Talent Acquisition matters.
Reporting and Communication
- Provide recruitment internal and external insights (analytics, metrics, market research).
- Provide timely reports on Talent Acquisition status and SLAs.
- Manage internal and external communications.
- Prepare periodical reports on recruitment progress.
Academic and Professional Qualifications
- Bachelor's degree in Human Resources, Organizational Behavior, Business Administration or related field.
- Certifications from HRCI / SHRM / CIPD are advantageous.
- Master's degree in Human Resources, Organizational Behavior, Business Administration or related field a plus.
- Minimum 8 years of relevant experience in Talent Acquisition, Sourcing and Recruiting preferably in a multilateral development bank, IFI or global organization.
- Languages: English mandatory; Arabic preferred; French preferred.
