Responsibilities
- Lead compliance across the full Source to Pay lifecycle
- Manage self assessment, audit processes, and risk management frameworks
- Ensure all procurement activities align with Dubai Government laws, UAE regulations, and internal policies
- Define and implement control frameworks across P2P processes
- Ensure accuracy and integrity of procurement data
- Conduct periodic reviews and sampling of Purchase Orders (POs)
- Monitor adherence to standards and data quality protocols
- Manage and execute the Controls, Assurance and Risk Management (CARM) cycle
- Design, implement, and test procurement controls
- Continuously enhance risk mitigation strategies within procurement operations
- Act as a key liaison between Supply Management and Risk & Assurance teams
- Support implementation of new initiatives and global standards
Requirements
- Bachelor’s degree in Business, Finance, Supply Chain, or a related field
- Minimum 5+ years experience in strategic and operational sourcing, procurement, audit, or finance
- Practical knowledge of P2P (Procure to Pay) / S2P (Source to Pay) and contract management processes
- Professional certification in Procurement (e.g., CIPS) is preferred

Role Purpose
- The Senior Specialist – P2P & Contract Management is responsible for ensuring compliance across the end to end Source to Pay (S2P) process by establishing robust controls, monitoring procurement activities, and driving continuous improvement across procurement systems, processes, and services within
- The role ensures adherence to Dubai Government laws, UAE regulations, and organizational policies.
Key Responsibilities
- P2P Compliance & Governance: Lead compliance across the full Source to Pay lifecycle; Manage self assessment, audit processes, and risk management frameworks; Ensure all procurement activities align with Dubai Government laws, UAE regulations, and internal policies; Define and implement control fram
- Purchase Order & Data Integrity: Ensure accuracy and integrity of procurement data; Conduct periodic reviews and sampling of Purchase Orders (POs); Monitor adherence to standards and data quality protocols.
- Controls, Assurance & Risk Management: Manage and execute the Controls, Assurance and Risk Management (CARM) cycle; Design, implement, and test procurement controls; Continuously enhance risk mitigation strategies within procurement operations.
- Audit & Stakeholder Management: Act as a key liaison between Supply Management and Risk & Assurance teams; Support implementation of new initiatives and global standards; Review audit findings and ensure timely closure and remediation of gaps.
- Contract Compliance & Management: Establish and enforce controls to ensure contracts comply with Dubai Government and UAE laws; Follow internal procurement policies and procedures; Support contract negotiation, execution, and lifecycle management.

- External: Suppliers and service providers, Federal Audit Authority, Government Internal Audit bodies, Regulatory entities (e.g., GIARA).
Communication & Engagement
- Communicate progress of sourcing and compliance initiatives to leadership and boards.
- Engage regularly with business stakeholders to support procurement strategy execution.
- Represent Supply Management externally with vendors and partners.
- Facilitate alignment between procurement, audit, and business units.
Success Measures

Educational Requirements
- Bachelor’s degree in Business, Finance, Supply Chain, or a related field.
Professional Qualifications

Experience
- Minimum 5+ years experience in strategic and operational sourcing, procurement, audit, or finance.
- Practical knowledge of P2P (Procure to Pay) / S2P (Source to Pay) and contract management processes.
