About the Role
ADNOC Group seeks a Senior Contracts Specialist to manage the full tender and contract lifecycle for services and works. The role involves developing tender documents, evaluating bids, negotiating contracts, and supervising contract engineers.

Responsibilities
- Review ADNOC Group Companies and HQ End Users planned Acquisition Requests for services and manpower
- Develop End User Contract Requests into Requests for Tenders (RFT) and obtain management approval of Bidder List
- Control the Tender Process from bid issue, handling clarifications, through to bid submittal and evaluation
- Perform commercial evaluation, determine negotiation strategy, and prepare award recommendation
- Prepare contract award documents and assist End User with kick off meeting
- Provide support and advice to End Users on evaluation criteria and contractual arrangements
- Evaluate claims and requests for contract variations and follow up until close out
- Supervise Contracts Engineers in developing contracts, consultancy, change orders and claims
- Track contract duration and initiate reminders for optional years, extensions, and completion certificates
- Update tender/contract status in SAP systems and provide reports
Requirements
- Bachelor’s Degree in Engineering (preferably Civil, Mechanical or Electrical Engineering or Quantity Surveying) or Business Administration
- 10 years of professional experience in contract development, preferably in oil/gas or petrochemical environment
- Sound knowledge of commercial practices, legal aspects and negotiation skills
- Computer literate and able to use specialized software like SAP Ariba
- Fluent in English; fluency in Arabic is an advantage
- Knowledge of contract law and commercial practice
- Excellent communication skills, both verbal and written
- Ability to lead issues and proactively obtain resolution to problems
- Good negotiation skills
- Experience in tender development, preparation and evaluation
- Professional certifications such as CIPS preferred

Job Purpose
- Review ADNOC Group Companies and ADNOC HQ End Users planned Acquisition Requests related to general services and manpower services, initiate obtaining expression of interest/prequalification, develop End User Contract Requests into Requests for Tenders, obtain management approval of Bidder List, act
Key Accountabilities Tender Process and Contract Award
- Attend and provide input to joint meeting to review End User’s draft planned Procurement requirements.
- Formally submit checklist of items End User needs to address when submitting Acquisition Requests.
- Prepare memorandum for Category Management Team regarding potential Group Procurement items.
- Obtain list of potential Bidders from ADNOC Supplier Management.
- Prepare write up justifying alignment of proposed Long List companies for EOI/Prequalification.
- Prepare standard correspondence template invitation letter for EOI or Prequalification.
- Review EOI/Prequalification queries and coordinate with End User for answers.
- Receive, review and compile EOI/Prequalification responses.
- Review End User response and perform due diligence checks.
- Receive End User Acquisition Request through SAP Ariba and review content.
- Prepare Contract Development Plan upon receipt of complete AR.
- Prepare Recommendation for Bidders List and Tender Strategy.
General Day to Day Work Tasks
- Update status of Tenders/Contracts on weekly basis in SAP systems.
- Assist End User regarding prequalification or technical evaluation criteria.
- Follow up on performance evaluation of Contractors and close out of Contract files.
- Ensure all workflow correspondence and documentation are correctly filed in SAP.
- Provide input to annual Employee Performance Assessment System.
- Review and recommend enhancements to Procurement Policies and Procedures.
- Liaise with Supplier Management for qualifying new contractors.
- Prepare and update standard correspondence, checklists, tender documents.
- Supervise Contracts Engineers in developing contracts, change orders and claims.
- Receive and verify claims and requests for variations, propose negotiation strategies.
- Prepare recommendations for management approval.
Qualifications, Experience, Knowledge & Skills
- Bachelor’s Degree in Engineering discipline (preferably Civil, Mechanical or Electrical Engineering or Quantity Surveying) or Business Administration.
- 10 years of professional experience in contract development, preferably in oil/gas or petrochemical environment.
- Sound knowledge of commercial practices, legal aspects and negotiation skills.
- Computer literate and able to use specialized software utilized by ADNOC.
- Fluent in English. Fluency in Arabic is an advantage.
- Knowledge of contract law and commercial practice.
- Drafting terms and conditions of contract.
- Knowledge of key areas such as indemnities, insurances, guarantees, warranties, liquidated damages.
- Excellent communication skills, both verbally and written.
- Ability to lead issues and proactively obtain resolution to problems.
- Ability to work on own initiative, without close supervision.
- Good negotiation skills.
Communication & Working Relationships
- Internal: Regular contacts up to Section Head/Department Manager/Function VP levels with ADNOC Directorates.
- External: Frequent contacts with Contractors, Consultants, and Service Providers at senior management level.
