About the Role
AECOM seeks a Senior Quantity Surveyor to lead cost control initiatives for infrastructure projects in Abu Dhabi. The role requires a Bachelor's degree, chartered status (RICS/SCSI), and 8+ years of experience.

Responsibilities
- Develop, implement, and continuously improve cost control processes, procedures, and policies
- Lead and mentor a team of intermediate quantity surveyors
- Monitor and assure compliance with cost control standards, escalating non conformance issues
- Develop and maintain comprehensive cost management strategies for programs
- Oversee the management of variations, including monthly cashflow forecasting, amendments, variances, retention calculations, and application of liquidated damages
- Review and approve monthly post contract valuations, cost reports, variation orders, and final accounts
- Provide specialist advice and expertise regarding claims and disputes arising under construction and consultancy contracts
- Monitor anticipated final program costs and review forecasts prepared by the cost management team
- Foster effective and inclusive relationships with the supply chain
- Oversee the provision of financial risk analysis to the risk management team
- Review schedules of rates and bills of quantities prepared by cost consultants
- Ensure the contracting entity achieves optimum value for money in procurement and program delivery
Requirements
- Bachelor's degree (BSc) or Master's degree (MSc) in Quantity Surveying, Cost Management, or related discipline
- Professional qualification and registration as a Quantity Surveyor with a recognized statutory body (RICS, SCSI, or equivalent)
- Chartered Quantity Surveying Status or equivalent professional designation
- Minimum 8+ years of progressive experience in quantity surveying and cost management within infrastructure or large scale construction projects
- Demonstrated expertise in cost control, financial management, and contract administration
- Advanced proficiency with digital measurement tools, cost planning software, and tender document management systems
- Strong knowledge of construction contracts, commercial law, and industry best practices
- Proven experience in team leadership and staff management
- Excellent analytical and problem solving capabilities with strong attention to detail
- Proficiency in Microsoft Office Suite and project management software
- Fluent in English (written and verbal)

Job Description
- Develop, implement, and continuously improve cost control processes, procedures, and policies in alignment with industry best practices and contractual requirements specific to the UAE construction landscape
- Lead and mentor a team of intermediate quantity surveyors, fostering a collaborative and supportive work environment while ensuring adherence to organizational cost control standards
- Monitor and assure compliance with cost control standards, escalating non conformance issues to senior management with transparency and clarity
- Develop and maintain comprehensive cost management strategies for programs, ensuring alignment with organizational goals and project objectives
- Oversee the management of variations, including monthly cashflow forecasting, amendments, variances, retention calculations, and application of liquidated damages
- Review and approve monthly post contract valuations, cost reports, variation orders, and final accounts for individual work packages with meticulous attention to detail
- Provide specialist advice and expertise regarding claims and disputes arising under construction and consultancy contracts, supporting the contracting entity in dispute resolution
- Monitor anticipated final program costs and review forecasts prepared by the cost management team, ensuring financial certainty and accuracy
- Foster effective and inclusive relationships with the supply chain, including contractors, consultants, suppliers, and relevant professional bodies
- Oversee the provision of financial risk analysis to the risk management team, clearly communicating the financial implications of identified and potential risks
- Review schedules of rates and bills of quantities prepared by cost consultants, providing comprehensive commentary and recommendations for pre tender estimates and budgets
- Ensure the contracting entity achieves optimum value for money in procurement and program delivery through strategic analysis and decisive decision making
Qualifications
- Bachelor's degree (BSc) or Master's degree (MSc) in Quantity Surveying, Cost Management, or related discipline
- Professional qualification and registration as a Quantity Surveyor with a recognized statutory body (RICS, SCSI, or equivalent)
- Chartered Quantity Surveying Status or equivalent professional designation
- Minimum 8+ years of progressive experience in quantity surveying and cost management within infrastructure or large scale construction projects

Preferred Qualifications
- Experience with construction projects in the Middle East or UAE market
- Familiarity with UAE labor laws, regulations, and construction industry standards
- Experience in claims management and dispute resolution
- Knowledge of risk management and financial forecasting methodologies
- Certification in advanced project management or specialized cost management programs
- Experience working in a matrix or multi disciplinary team environment
