Position Objective
Lead Owner's Engineer oversight and assurance of contractor and EPC delivery of civil, mechanical, and electrical works across client data center sites.
Maintain a consultant and Project Management Consultant assurance posture rather than self-performing contractor works.
Oversee delivery from site acquisition through construction, commissioning, and final handover against scope, schedule, cost, quality, and the Project Implementation Plan.
Strong local knowledge of the Syrian market, permitting, and utility connections is expected.
Responsibilities
- Lead CME and MEP delivery oversight across several mission-critical sites and direct reporting site managers and project managers.
- Assure EPC contractor CME delivery, manage priorities and cross-site resources, and maintain the baseline Project Implementation Plan.
- Track progress, challenge schedules and method statements, review payment applications, assess claims, and report cost trends.
- Maintain risk and dependency logs, oversee L1-L5 commissioning, verify punch-list closure, and monitor HSE compliance.
- Coordinate design, IT, certification, client, and stakeholder interfaces and prepare progress, cost, and risk reports.
Qualifications and Experience
- Bachelor's degree in Civil, Mechanical, or Electrical Engineering or a related discipline.
- Eight to ten years of project management experience in construction or technical facility delivery, including mission-critical or data center projects.
- Experience leading parallel sites with subordinate site managers and project managers.
- Experience taking CME or MEP works through L1-L5 commissioning, Integrated Systems Testing, and live handover.
- Knowledge of Uptime Institute Tier classifications, TIA-942, facility certification, Primavera P6 or Microsoft Project, QA/QC, risk management, and change control.
- Substantial Syrian market, permitting, and utility knowledge; complex-market experience is advantageous.
- A current and valid PMP certification is required.
- Strong English communication and reporting are required; Arabic is required or strongly preferred for liaison work.
