About the Role
Worley is seeking a Senior Planning Engineer for a PMC role on an offshore Oil & Gas project in Abu Dhabi. The role involves cost and estimating management, progress measurement, and forecasting for EPC contractors.

Responsibilities
- Ensure HSSEQ goals, objectives and targets are met through personal leadership and involvement
- Provide Cost and Estimating management, leadership and support for all Project activities
- Oversee Budget, Cost, Estimating, Progress Measurement and Forecasting activities of the EPC Contractor
- Support the Project Controls Manager and provide functional support to the Project PMC and Owner’s teams
- Review, monitor and control Project costs
- Review EPC Contractor’s Work Breakdown Structure (WBS) to assure compliance with contractual scope
- Review EPC Contractor’s proposed measurement weight factors
- Review EPC Contractor work schedule and ensure correct sequence and logic
- Verify EPC Contractor requests for payments and supporting documents
- Participate in Project risk reviews, constructability reviews and value engineering workshops
- Prepare Project cost reports to Owner highlighting current expenditure, commitments and forecast payments
- Monitor cash flow in multi currencies
Requirements
- Bachelor's degree in relevant engineering or equivalent from an accredited university
- Minimum of 15+ years of relevant experience in Oil & Gas or Petrochemical industry
- Minimum 5 years (preferred) in GCC region
- At least 3 years of experience in similar position for international major Oil & Gas or Petrochemical projects
- Experience within FEED & EPC experience required
- Experience in Offshore projects required
- ADNOC project experience is preferable

Principal Accountabilities
- Champion the Project Safety culture, behaviors and engagement activities.
- Reports to PMC Project Controls Manager and works under his direction.
- Identifying, evaluating, and resolving Planning/Cost Control/Financial issues during the EPC Contract phase.
- Reviews, monitors and controls Project costs.
- Review the EPC Contractor’s Work Breakdown Structure (WBS) to assure compliance with the contractual scope of work.
- Review EPC Contractor’s proposed measurement weight factors.
- Review the EPC Contractor work schedule and ensure that the sequence and logic used is correct.
- Reviews, monitors and controls costs, schedules, deliverables, programs, progress and productivity.
- Verify EPC Contractor requests for payments, including the required supporting documents.
- Ensure that adequate information is supplied to verify progress claims against milestones and invoices.
- Review EPC Contractor’s Invoices, Progress Measurement and Forecasts and provide assessments.
- Review Project Business Plans and Execution strategies to provide input to strategic priorities.
Qualifications and Experience
- A bachelor’s degree in relevant engineering or equivalent from an accredited university.
- Minimum of fifteen (15+) years of relevant experience in the Oil & Gas or Petrochemical industry.
- Including minimum five (5) years (preferred) in GCC region.
- Must have at least three (3) years of experience in similar position for international major Oil & Gas or Petrochemical projects.
- Experience within FEED & EPC experience required.
- Experience in PMC roles are preferable.
- Experience in Offshore projects required.
- ADNOC project experience is preferrable.
