Role Purpose

The Senior Materials Engineer oversees selection, evaluation, testing, approval, and quality control of construction materials.

The role supports safe, durable, cost-effective, sustainable, and high-performance municipal infrastructure assets.

Materials and Quality Oversight

  • Lead material evaluation, approval, and quality assurance for roads, bridges, tunnels, pavements, drainage, utilities, and stormwater projects.
  • Review material submittals, specifications, mix designs, testing reports, method statements, and inspection test plans.
  • Provide advice on material selection, durability, constructability, and lifecycle performance.
  • Establish materials standards, specifications, and acceptance criteria.
  • Develop quality assurance and quality control procedures and monitor compliance through inspections and audits.
  • Review laboratory and field test results for concrete, asphalt, aggregates, soils, pipes, geosynthetics, steel, and other materials.
  • Identify non-conforming materials and recommend corrective and preventive actions.

Pavement and Infrastructure

  • Evaluate asphalt mix designs and pavement materials and analyse pavement construction quality and performance data.
  • Support pavement management through material performance assessments.
  • Review materials for stormwater networks, culverts, retention structures, and utility corridors.
  • Assess concrete, HDPE, GRP, ductile iron, and related utility materials for local environmental and operational conditions.
  • Investigate pavement and material failures and recommend remedial measures.

Project and Asset Support

  • Support planning, design, procurement, construction, and asset handover stages.
  • Participate in tendering and contractor selection technical evaluations.
  • Provide recommendations on claims and disputes related to material quality and compliance.
  • Monitor long-term material performance and develop lifecycle improvement strategies.
  • Analyse performance data to support asset management decisions.

Sustainability and Stakeholders

  • Promote sustainable construction materials, green engineering, carbon reduction, circular economy, and resilient infrastructure practices.
  • Evaluate recycled and environmentally friendly materials and identify technology innovation opportunities.
  • Coordinate with project managers, consultants, contractors, laboratories, and regulatory authorities.
  • Provide technical guidance and mentorship to junior engineers and inspectors.
  • Prepare technical reports and recommendations and participate in committees, forums, and standards initiatives.

Education and Experience

  • Bachelor's degree in Civil Engineering, Materials Engineering, Construction Engineering, or a related discipline.
  • A relevant master's degree is preferred.
  • Eight to twelve years of relevant experience in materials engineering, infrastructure, roads, transportation, or municipal engineering.
  • At least five years in a senior engineering or technical leadership role.
  • Experience with roadworks, asphalt pavements, concrete structures, stormwater systems, and utility infrastructure.
  • Experience in material testing laboratories and field quality control programmes.
  • Government, municipal, transportation agency, or major infrastructure experience is highly desirable.

Certifications and Technical Knowledge

  • Professional Engineer, Chartered Engineer, or equivalent certification is preferred.
  • Certified Quality Engineer or equivalent quality certification is preferred.
  • Pavement or asphalt-related certifications and recognised engineering institution membership are preferred.
  • Advanced knowledge of construction materials and testing methodologies.
  • Knowledge of ASTM, AASHTO, BS EN, ISO, and local authority requirements.
  • Understanding of asset management, lifecycle costing, sustainable materials, and infrastructure resilience.

Performance Areas

Performance measures cover material compliance, non-conformances, quality defects, testing approvals, review timeliness, and project support service levels.

Additional measures cover infrastructure lifecycle performance, failure investigations, maintenance-cost reduction, sustainable material adoption, stakeholder satisfaction, and technical training.

Role Challenges

The role balances cost efficiency with durability, safety, lifecycle performance, sustainability, and resilience across concurrent capital projects.

Challenges include evolving standards, material failures, demanding schedules, innovative-material risk, diverse stakeholders, and differing technical and commercial priorities.
