Responsibilities
- Lead the regional Regulatory Affairs, Governance, Compliance, Operational Risk, and Business Continuity functions across Healthcare and Employee Benefits businesses
- Serve as primary liaison with regulators, government authorities, industry bodies, and executive leadership on regulatory, governance, risk, and compliance matters
- Establish and maintain effective governance, compliance, operational risk, and resilience frameworks
- Oversee regulatory engagements, inspections, audits, investigations, licensing, submissions, and remediation
- Provide regulatory and risk oversight for new products, business initiatives, market expansions, and strategic transactions
- Lead enterprise compliance programs and regulatory change management
- Direct Operational Risk Management activities including risk assessments, RCSA, KRI monitoring, incident management, and control testing
- Sponsor Business Continuity and Operational Resilience programs including BCP, BIA, crisis management, and testing
Requirements
- Bachelor's degree in Law, Legal Studies, or related field
- Minimum of 5 years of experience in Operational Risk, Regulatory Affairs, Compliance, or Audit in a leadership role
- Prior experience within the healthcare insurance industry in the Gulf region
- Proficiency in Arabic is an added advantage
- Insurance qualifications (e.g., Diploma in Insurance) preferred

Job Purpose
- Lead the Regulatory Affairs, Governance, Compliance, Operational Risk, Audit, and Business Continuity functions across regional Healthcare and Employee Benefits businesses.
- Act as principal advisor to senior management on regulatory developments, emerging risks, governance matters, and regulatory strategy.
- Ensure full compliance with applicable laws, regulations, and industry standards across multiple jurisdictions.
Key Responsibilities
- Lead the regional Regulatory Affairs, Governance, Compliance, Operational Risk, and Business Continuity functions.
- Serve as primary liaison with regulators, government authorities, industry bodies, and executive leadership.
- Establish and maintain effective governance, compliance, operational risk, and resilience frameworks.
- Oversee regulatory engagements, inspections, audits, investigations, licensing, submissions, and remediation.
- Provide regulatory and risk oversight for new products, business initiatives, market expansions, and strategic transactions.
- Lead enterprise compliance programs and regulatory change management.
- Direct Operational Risk Management activities including risk assessments, RCSA, KRI monitoring, incident management, control testing.
- Sponsor Business Continuity and Operational Resilience programs.
- Drive regulatory intelligence and horizon scanning.
- Promote a strong governance and compliance culture through training and awareness.
Operational & Technical Responsibilities
- Interpret and assess regulatory laws, regulations, circulars, and standards.
- Prepare and coordinate regulatory submissions, licensing applications, renewals, and reporting.
- Conduct regulatory impact assessments and provide guidance on products, operations, and processes.
- Monitor regulatory obligations, compliance action plans, risk registers, and audit findings.
- Perform compliance reviews, control assessments, root cause analysis, and risk evaluations.
- Coordinate audits, inspections, investigations, and regulatory inquiries.
- Develop governance frameworks, policies, procedures, and control documentation.
- Support Business Continuity Management through maintenance of plans and testing.
- Prepare management reports, dashboards, and committee papers.
- Deliver regulatory training and awareness programs.
- Support due diligence, outsourcing reviews, and strategic projects.
Essential Requirements
- Bachelor's degree in Law, Legal Studies, or related field.
- Master's degree in a related field is advantageous.
- Proficiency in Arabic is an added advantage.
- Insurance qualifications (e.g., Diploma in Insurance) preferred.
- Minimum of 5 years of experience in Operational Risk, Regulatory Affairs, Compliance, or Audit in a leadership role.
- Prior experience within the healthcare insurance industry in the Gulf region is mandatory.
