Description

This is a reclassification opportunity open only to current Staff Instrumentation & Control Engineers at Metro Water Recovery. Manages and coordinates engineering activities in the planning, research, study, design, construction, modification, maintenance, operation, and optimization of wastewater transmission and treatment facilities. Plans and conducts work requiring independent judgment in the evaluation, selection, substantial adaptation and modification of standard techniques, procedures, technologies, processes, and criteria. Devises new approaches to problems encountered. Independently performs most assignments based on information received from a Principal Instrumentation & Control Engineer or Senior Engineering Manager as to the general results expected. May function as a project or focus area leader.

Examples of Duties

  • Plans, schedules, conducts, or coordinates detailed phases of engineering work as a Metro Project Manager. Performs work that involves conventional engineering practice but may include a variety of complex features. Manages the development of and/or prepares studies, facility reports and/or designs for major wastewater transmission, treatment, solids processing and support facilities by staff or consultants. Reviews and critiques engineering studies and designs prepared by staff and/or engineering consultants. Develops scopes of work for engineering consultant services contracts and evaluates proposals and bids. This includes managing such steps as study, design, bidding, construction, and/or post construction phase work done by consultants under engineering services agreements. Monitors and evaluates consultant performance. Develops scopes of work for preconstruction and construction services contracts and evaluates proposals and bids. This includes managing such steps as design, bidding, construction, and/or post construction phase work done by contractors. Monitors and evaluates contractor performance. Directs the establishment of facility drawings for specific areas. Incorporates project drawings into facilities drawings. Administers/manages construction and post-construction phase work on major wastewater transmission, treatment, solids processing and support facilities projects by general or specialty contractors. Tracks progress of projects and negotiates changes as appropriate. Manages invoices, budgets, schedules, and field coordination. Performs, manages, and analyzes results of pilot-scale and full-scale demonstrations of process improvements conducted by equipment manufacturers, engineering consultants, or the Operations, Maintenance, or Technology and Innovation Departments. May participate in special projects, tasks, or work groups. Establishes and monitors budgets including labor hours and schedules for projects. Monitors the industry and forecasts gaps in subject matter expertise and capabilities necessary to ensure Metro evolves with the industry. May assist with the organization and management of Metro’s efforts for collaboration with Academia and Industry groups including participation on committees, research and manual of practice projects, and workshops and session presentations. Manages the various industrial networks and process instrumentation used on Metro’s SCADA systems. Coordinates with other Metro departments and monitors performance towards expected outcomes. Performs other engineering, technical, or administrative duties as needed.

  • Knowledge of: Advanced instrumentation & control engineering principles including industrial networking, control schematics, programmable controller design and operation Fundamental electrical engineering principles including circuits and power system analysis Preliminary, primary, secondary, tertiary, and solids wastewater treatment processes and their associated instrumentation & control requirements Design and operation of wastewater collection and conveyance systems Programmable Logic Controllers (PLCs), Distributed Control Systems (DCSs), SCADA systems, automation, and industrial networking National Electric Code (NEC), ISA standards, and other relevant electrical safety standards Skilled at: Planning, research, study, design, construction, modification and maintenance, operation, and optimization of instrumentation & control systems for complex wastewater transmission and treatment facilities Communication, both verbal and in writing, for preparing clear and concise technical reports, documentation, and presentations for internal and external audiences Detailed project management including planning, scheduling, budgeting, change management, leading projects from conception to completion, and managing resources Using design software such as AutoCAD, ABB ControlBuilder, Rockwell Studio, and other relevant tools to create detailed engineering plans, models, and programs Guiding construction processes, methods, and best practices to adhere with contractual requirements Analyzing complex data to inform project decision-making and optimize system design and performance Ability to: Lead and manage multidisciplinary teams including Metro staff, stakeholders, consultants, and contractors to create collaborative environments Adapt to changing project requirements, technologies, and work environments Work on multiple projects simultaneously and manage time effectively Learn new skills, technologies, and stay updated with industry trends and advancements Identify problems, craft innovative solutions, act decisively, and demonstrate exceptional judgement Perform high level of accuracy and precision in design and analysis to ensure compliance with standards and specifications Maintain emotional control under ambiguous and stressful circumstances Direct, persuade and motivate others to achieve positive project outcomes Think and act strategically in an organizational “big picture” context Education Bachelor’s degree in electrical engineering or other related engineering field. Licensing, Certification, and other Requirements Registration as a Professional Engineer (PE) in the State of Colorado or, if registered as a PE in another state, must apply for PE reciprocity in CO
