Senior Infrastructure Strategy Specialist

Job Purpose

Strategy and Planning

• Prepare and enhance infrastructure strategies, master plans, long-term development frameworks, policies, and planning guidelines.
• Assess future infrastructure requirements using population growth, economic development, and service demand forecasts.
• Conduct strategic assessments, feasibility studies, infrastructure gap analyses, scenario planning, and risk assessments.
• Analyze infrastructure performance, capacity, service levels, trends, emerging technologies, and industry best practices.

Investment and Asset Management

• Develop infrastructure investment priorities, implementation roadmaps, capital programs, and funding strategies.
• Prioritize projects using strategic, financial, operational, and risk-based criteria and support major-program business cases.
• Integrate asset condition, performance, risk, lifecycle, renewal, and replacement information into planning.
• Promote sustainable asset management principles across infrastructure programs.

Performance and Stakeholders

• Develop strategic performance indicators and prepare executive reports, dashboards, presentations, and performance assessments.
• Monitor implementation progress, identify strategic risks and performance gaps, and recommend corrective actions.
• Coordinate government authorities, municipalities, transportation agencies, utility providers, consultants, and developers.
• Lead workshops and stakeholder engagements and facilitate cross-functional collaboration.

Governance and Sustainability

• Ensure infrastructure strategies comply with regulatory requirements, planning frameworks, and government policies.
• Support governance frameworks, audits, reviews, strategic documentation, transparency, and accountability.
• Promote sustainable infrastructure, climate resilience, environmental sustainability, smart city initiatives, and innovative solutions.
• Integrate resilience planning and best practices into infrastructure strategies and investment decisions.

Essential Qualifications and Experience

• Bachelor's degree in civil engineering, infrastructure engineering, transportation engineering, urban planning, architecture, infrastructure management, or a related field.
• 8-10 years of progressive experience in infrastructure planning, strategic planning, transportation planning, municipal engineering, asset management, or program development.
• Experience in strategic studies, infrastructure master planning, capital investment planning, and stakeholder management.
• Experience supporting executive-level decision-making and strategic initiatives.
• Strong knowledge of infrastructure lifecycle planning and asset management principles.

Preferred Qualifications

• Experience within government, municipal, transportation, infrastructure, or public sector organizations is highly preferred.
• Master's degree in infrastructure planning, urban planning, engineering management, transportation planning, public policy, asset management, or business administration.
• PMP, ISO 55000, strategic planning, CIAM, or recognized professional-body certification.
• Experience with GIS and infrastructure planning systems.
