Responsibilities
- Develop and execute coordinated public policy strategy across GCC, Saudi Arabia, Türkiye, and India
- Partner with affiliate leadership to translate business priorities into actionable policy strategies
- Anticipate, assess, and communicate policy developments impacting Lilly's business and patient access
- Lead policy drafting and develop recommendations for affiliate, regional, and enterprise leadership
- Build and maintain relationships with policy stakeholders, think tanks, academic institutions, and industry associations
- Represent Lilly in policy forums, trade associations, and external working groups
- Establish robust monitoring of legislative, regulatory, and political developments across the region
- Provide regular executive briefings and strategic recommendations to regional and enterprise leadership
Requirements
- Minimum 15 years of experience in public policy, government affairs, healthcare policy, or related functions within pharmaceutical/biotech/life sciences
- Strong understanding of healthcare policy and government decision making across GCC, Saudi Arabia, Türkiye, and India
- Demonstrated ability to translate business priorities into policy strategies
- Proven experience influencing complex policy discussions and building trusted relationships with senior stakeholders
- Advanced degree in public policy, law, economics, international relations, public health, or related discipline
- Fluency in English required

Job Purpose
- The Senior Director, International Public Policy will lead Lilly’s public policy strategy and execution across GCC, Saudi Arabia, Türkiye, and India.
- The role serves as the primary public policy partner to affiliate leadership, translating business priorities into actionable policy strategies.
Key Responsibilities
- Develop and execute a coordinated public policy strategy across GCC markets, Saudi Arabia, Türkiye, and India.
- Partner with affiliate leadership teams to identify business priorities and translate them into actionable policy strategies.
- Anticipate, assess, and communicate policy developments that may impact Lilly’s business.
- Lead policy drafting and develop recommendations for affiliate, regional, and enterprise leadership.
- Serve as a trusted strategic advisor to affiliate leadership teams across the region.
- Support affiliates in the development and execution of market specific policy analysis and advocacy initiatives.
- Build and maintain productive relationships with key policy stakeholders, think tanks, academic institutions, multilateral organizations, and industry associations.
- Represent Lilly in relevant policy forums, trade associations, and external working groups.
- Establish robust monitoring of legislative, regulatory, political, economic, and geopolitical developments across the region.
- Provide regular executive briefings and strategic recommendations to regional and enterprise leadership.
Qualifications And Experience
- Minimum 15 years of experience in public policy, government affairs, healthcare policy, market access policy, corporate affairs, or related functions within pharmaceutical, biotechnology, or life sciences industry.
- Strong understanding of healthcare policy and government decision making processes across GCC markets, Saudi Arabia, Türkiye, and India.
- Demonstrated ability to translate business priorities into policy strategies and measurable outcomes.
- Proven experience influencing complex policy discussions and building trusted relationships with senior internal and external stakeholders.
- Advanced degree in public policy, law, economics, international relations, public health, pharmaceutical sciences, or a related discipline.
- Fluency in English required; Arabic/Turkish language capabilities are advantageous.
