Responsibilities
- Develop detailed cost estimates and budgets for design and construction projects using industry standard cost estimating practices, calculation methodologies, and cost management software
- Apply comprehensive knowledge of cost estimating standards, procedures, and specifications relevant to urban infrastructure and facilities projects
- Analyze project costs, identify variances, and implement corrective actions to maintain budget compliance and financial performance
- Conduct cost benefit analyses and feasibility studies to support project decision making and strategic planning for infrastructure and facilities development
- Monitor and track project expenditures across design and construction phases, prepare detailed cost reports, and communicate financial performance to stakeholders
- Collaborate with project managers, engineers, and procurement teams to forecast costs, manage financial resources effectively, and support commercial management objectives
- Review and validate vendor quotes, contracts, and invoices to ensure accuracy, cost optimization, and compliance with project specifications
- Develop and maintain cost models, databases, and historical cost information for urban infrastructure and facilities projects to support future estimating and planning
- Provide cost engineering expertise and recommendations to senior management on project profitability, financial risk mitigation, and commercial viability
- Mentor junior cost engineers and support the development of cost management processes, best practices, and calculation methodologies
- Ensure compliance with organizational policies, industry standards, regional regulations, and cost estimating procedures in all cost management activities
Requirements
- Bachelor's degree in Engineering or related discipline
- Minimum 10 years of professional experience in cost engineering, commercial management, or project cost management
- Demonstrated experience in design and construction projects for urban infrastructure and facilities development
- Comprehensive knowledge of cost estimating practices, calculation methodologies, industry standards, procedures, and specifications
- Strong proficiency in cost estimation, budgeting, and financial forecasting
- Advanced knowledge of cost management software and tools (e.g., Primavera, SAP, or equivalent platforms)
- Proven expertise in cost control, variance analysis, and financial reporting
- Excellent analytical and problem solving skills with strong attention to detail
- Proficiency in data analysis, spreadsheet modelling, and financial software applications
- Solid understanding of engineering principles and project lifecycle management
- Strong communication and presentation skills with the ability to engage diverse stakeholders
- Proven leadership experience and ability to mentor and develop team members
