This is a reclassification opportunity open only to current Staff Control Systems Engineer at Metro Water Recovery. Manages and performs engineering activities in the planning, study, design, construction, modification, operation, maintenance, and optimization of wastewater transmission and treatment facilities. Plans and conducts work requiring independent judgment in the evaluation, selection, and modification of standard techniques, procedures and criteria. Devises new approaches to problems encountered. Independently performs assignments with information as to the general results expected received from the Control Systems Manager or a Principal Control Systems Engineer.

Manages and performs engineering activities in the planning, study, design, construction, modification, operation, maintenance, and optimization of wastewater transmission and treatment facilities. Plans and conducts work requiring independent judgment in the evaluation, selection, and modification of standard techniques, procedures and criteria. Devises new approaches to problems encountered. Independently performs assignments with information as to the general results expected received from the Control Systems Manager or a Principal Control Systems Engineer.
Examples of Duties
Provides technical direction and assistance of Metro’s Process Control Systems. Independently plans, schedules, conducts, or coordinates detailed phases of engineering work. Reviews and critiques process control system studies and designs prepared by staff and/or engineering consultants. Performs project management responsibilities for application development of in-house projects and projects outsourced to professional services. Leads technical and programming support for major wastewater control automation systems. Works with other staff, contractors, vendors, and consultants to deploy process control systems successfully and ensure compliance with Metro’s NPDES Permit limits. Evaluates, re-engineers, and recommends new processes to improve client support. Develops procedures and documentation for performing control systems/network administration on PLC, DCS, and various communication systems. Develops installation and disaster recovery procedures for workstations and virtualized computer systems. Researches, recommends, designs, develops, and implements new technology and procedures to improve system redundancy, backup, recovery, and fail-over capabilities, as well as to improve system performance and reliability. Researches and recommends hardware/software and professional services that will support Metro’s industrial automation systems. Coordinates the acquisition and installation of new control automation system hardware and software applications. Monitors, tunes, diagnoses, and resolves complex industrial control automation system problems. Resolves complex hardware and software conflicts utilizing a root cause analysis approach. Determines nature of complex communication/interface connectivity problems. Develops and maintains backup-recovery strategies. Provides training and technical assistance to Electrician/Instrument Technicians and other staff members on programming, operation, design and maintenance of process control automation systems. Reviews and recommends improvements to training programs. Analyzes results of pilot-scale and full-scale demonstrations of process control improvements conducted by equipment manufacturers, engineering consultants, or by the Operations, NTP, Maintenance, and/or Technology & Innovation departments. Manages Metro’s data archiving system. Coordinates and executes system upgrades and typical maintenance of archiving system servers and software. Troubleshoots and resolves any issues encountered with server software. Coordinates with other Metro departments and monitors performance towards expected outcomes. Maintains excellent communication with stakeholders requiring services to ensure the technology and systems exists to allow Metro to monitor and control processes in support of the governing regulations. Recommends ways to streamline or improve business processes. Provides status updates, technical recommendations, and operational reports as required and requested by stakeholders. Performs other duties as directed.
