Italconsult is hiring a Senior Contracts Manager for the Diriyah Gate II giga-project in Riyadh. You will lead contract administration under FIDIC contracts, manage claims, variations, and disputes, and support the Engineer's role.

Responsibilities
- Support the PMC in performing the role of the 'Engineer' under FIDIC Red, Yellow, and Green Book contracts
- Administer construction contracts on behalf of Diriyah Company, ensuring strict compliance with terms and conditions
- Manage delegation of Engineer's authorities to Site Supervision Consultants in accordance with DC Contracts
- Manage issuance and receipt of Early Warning Notices, Contractor's Claims notices, and Employer's Claims notices
- Prepare Engineer's Determinations for time, cost, and entitlement matters under the contract
- Manage the Instructions of the Engineer, including variations, suspensions, and determinations
- Administer Notice to Correct procedures, default notices, and termination processes where required
- Lead the review and assessment of Contractor claims, applying rigorous chronological analysis
- Prepare Recommendation Reports for Employer consideration and assist in negotiations and amicable settlement
- Administer the full Variation Order lifecycle, including Pending Variation Orders (PVOs), Site Work Instructions (SWIs), and formal Variation Orders
- Manage Value Engineering proposals from Contractors, including determinations of resulting price adjustments
- Oversee Provisional Sums expenditure instructions, Daywork variations, and Changes in Legislation adjustments
Requirements
- Bachelor's degree in Quantity Surveying (or equivalent)
- MRICS or CIOB (Required)
- Minimum 15 years in contract management on large scale construction projects
- Minimum 8 years on giga projects, mixed use developments, or equivalent complexity
- Minimum 5 years in Saudi Arabia or other GCC countries
- Demonstrated experience administering FIDIC Red, Yellow, and Green Book contracts, including acting in support of the Engineer's role
- Full professional fluency in English (spoken, read, and written)
- Experience with Managing Contractor / ECI delivery models and GMP arrangements (preferred)
- Exposure to complex claims, delay analysis (using methodologies such as Time Impact Analysis), and dispute resolution (preferred)
- Familiarity with Aconex, Oracle Unifier, or similar PMIS/EDMS platforms (preferred)
- Prior experience on KSA giga projects (NEOM, Red Sea, Diriyah, Qiddiya, ROSHN, etc.) (preferred)
- Strong negotiation, drafting, and stakeholder management skills (preferred)

About the Project
- Diriyah Gate II is envisioned as a world class mixed use development inspired by Paris, integrating an active central boulevard with iconic assets including the Arena, Opera House, Grand Mosque, 15 hotels, and 17,600 residential units across 6.2 million m².
- The Arena Quadrant package (PMC#4a) delivers hotels, commercial offices, residential apartments, the iconic Arena sports facility, city parks, and mixed use developments under a sophisticated Managing Contractor delivery model with Early Contractor Involvement.
Role Overview
- The Senior Contracts Manager will lead the contract administration function across the Arena Quadrant construction packages, acting as the principal contractual advisor supporting the Engineer's role under FIDIC based contracts.
- The position is central to protecting the Employer's interests, ensuring rigorous contractual compliance, and managing the full lifecycle of contractual matters from award through Defects Notification Period close out.
- The role works closely with the PMC Leadership, Design Consultants, Construction Supervision Consultants, and Managing Contractors.
Key Responsibilities
- Support the PMC in performing the role of the 'Engineer' under FIDIC Red, Yellow, and Green Book contracts (with Diriyah Company modifications), covering Lump Sum, District Lump Sum (Provisional Sum), and Remeasure variants.
- Administer construction contracts on behalf of Diriyah Company, ensuring strict compliance with terms and conditions.
- Manage delegation of Engineer's authorities to Site Supervision Consultants in accordance with DC Contracts.
- Coordinate with Technical Advisory Consultants, Lead Design Consultants, Design Consultants, and Contractors to ensure integrated contract management.
- Manage issuance and receipt of Early Warning Notices, Contractor's Claims notices, and Employer's Claims notices.
- Prepare Engineer's Determinations for time, cost, and entitlement matters under the contract.
- Manage the Instructions of the Engineer, including variations, suspensions, and determinations.
- Administer Notice to Correct procedures, default notices, and termination processes where required.
- Lead the review and assessment of Contractor claims, applying rigorous chronological analysis of events, correspondence logs, as built schedules, and contemporaneous records.
- Prepare Recommendation Reports for Employer consideration and assist in negotiations and amicable settlement.
- Support Expert Resolution and court proceedings where disputes escalate.
- Take proactive steps to prevent and mitigate claims through strict adherence to contract provisions.
Variations & Change Management
- Administer the full Variation Order lifecycle, including Pending Variation Orders (PVOs), Site Work Instructions (SWIs), and formal Variation Orders.
- Manage Value Engineering proposals from Contractors, including determinations of resulting price adjustments.
- Oversee Provisional Sums expenditure instructions, Daywork variations, and Changes in Legislation adjustments.
- Ensure all variations comply with contractual notification timelines to protect the Employer from exposure.
Subcontractor & Supply Chain Contracts
- Manage consent to subcontractors, review of Collateral Warranties, and instructions on Nominated Subcontractors.
- Administer payments to Nominated Subcontractors, including certification and instructions to withhold or pay directly where required.
- Review and manage assignment of subcontract benefits to the Employer where applicable.
Suspension, Termination & Force Majeure
- Manage contract suspension processes, including determinations of time and cost entitlement.
- Administer Termination by Employer, Termination by Contractor, and Termination for Convenience procedures.
- Manage Force Majeure notices, determinations, and certifications.
- Ensure orderly phasing down, securing of site, protection of completed works, and finalization of accounts in termination scenarios.
Insurance, Bonds & Performance Securities
- Oversee receipt, return, and management of Performance Securities and Advance Payment Guarantees.
- Manage the Retention, Insurance and Bond Register, ensuring all policies are current, compliant, and renewed 3 months in advance of expiry.
- Ensure no Application for Payment is certified without valid insurances and bonds in place.
Completion, Defects & Final Account
- Administer Taking Over Certificates, Sectional Completion Certificates, and Performance Certificates.
- Manage the Defects Notification Period (DNP), including close out of Contractor defects and liaison with Operators for newly identified defects.
- Oversee Final Payment Certificate issuance, including setoffs for deficiencies and retention release.
- Contribute to the Project Final Report with a comprehensive summary of contractual issues, variations, and claims.
Contract Documentation & LOA Process
- Collate Letter of Award (LOA) prerequisite documents and complete the LOA Prerequisite Documents Checklist.
- Compile full sets of Contract Documents for Contract Execution.
- Manage document workflows via Aconex for LOA and contract related approvals.
Reporting & Meetings
- Contribute to the monthly Project Status Report with commercial and contractual updates.
- Lead and participate in Cost and Contract Meetings, PCG Meetings, and Executive Meetings.
- Maintain contract registers, variations logs, claims logs, and correspondence trackers.
