About the Project

  • Diriyah Gate II is envisioned as a world class mixed use development inspired by Paris, integrating an active central boulevard with iconic assets including the Arena, Opera House, Grand Mosque, 15 hotels, and 17,600 residential units across 6.2 million m².
  • The Arena Quadrant package (PMC#4a) delivers hotels, commercial offices, residential apartments, the iconic Arena sports facility, city parks, and mixed use developments under a sophisticated Managing Contractor delivery model with Early Contractor Involvement.

Role Overview

  • The Senior Contracts Manager will lead the contract administration function across the Arena Quadrant construction packages, acting as the principal contractual advisor supporting the Engineer's role under FIDIC based contracts.
  • The position is central to protecting the Employer's interests, ensuring rigorous contractual compliance, and managing the full lifecycle of contractual matters from award through Defects Notification Period close out.
  • The role works closely with the PMC Leadership, Design Consultants, Construction Supervision Consultants, and Managing Contractors.

Key Responsibilities

  • Contract Administration (Engineer's Role Support): Support the PMC in performing the role of the 'Engineer' under FIDIC Red, Yellow, and Green Book contracts (with Diriyah Company modifications), covering Lump Sum, District Lump Sum (Provisional Sum), and Remeasure variants.
  • Contractual Notices, Determinations & Instructions: Manage issuance and receipt of Early Warning Notices, Contractor's Claims notices, and Employer's Claims notices.
  • Claims Management & Dispute Resolution: Lead the review and assessment of Contractor claims, applying rigorous chronological analysis of events, correspondence logs, as built schedules, and contemporaneous records.
  • Variations & Change Management: Administer the full Variation Order lifecycle, including Pending Variation Orders (PVOs), Site Work Instructions (SWIs), and formal Variation Orders.
  • Subcontractor & Supply Chain Contracts: Manage consent to subcontractors, review of Collateral Warranties, and instructions on Nominated Subcontractors.
  • Suspension, Termination & Force Majeure: Manage contract suspension processes, including determinations of time and cost entitlement.
  • Insurance, Bonds & Performance Securities: Oversee receipt, return, and management of Performance Securities and Advance Payment Guarantees.
  • Completion, Defects & Final Account: Administer Taking Over Certificates, Sectional Completion Certificates, and Performance Certificates.
  • Contract Documentation & LOA Process: Collate Letter of Award (LOA) prerequisite documents and complete the LOA Prerequisite Documents Checklist.
  • Reporting & Meetings: Contribute to the monthly Project Status Report with commercial and contractual updates.

Minimum Requirements

  • Education: Bachelor's degree in Quantity Surveying (or equivalent)
  • Professional Membership: MRICS or CIOB (Required)
  • Overall Experience: Minimum 15 years in contract management on large scale construction projects
  • Similar Project Experience: Minimum 8 years on giga projects, mixed use developments, or equivalent complexity
  • Regional Experience: Minimum 5 years in Saudi Arabia or other GCC countries
  • Contract Expertise: Demonstrated experience administering FIDIC Red, Yellow, and Green Book contracts, including acting in support of the Engineer's role
  • Language: Full professional fluency in English (spoken, read, and written)

Preferred Attributes

  • Experience with Managing Contractor / ECI delivery models and GMP arrangements
  • Exposure to complex claims, delay analysis (using methodologies such as Time Impact Analysis), and dispute resolution
  • Familiarity with Aconex, Oracle Unifier, or similar PMIS/EDMS platforms
  • Prior experience on KSA giga projects (NEOM, Red Sea, Diriyah, Qiddiya, ROSHN, etc.)
  • Strong negotiation, drafting, and stakeholder management skills
  • Chartered status (FRICS, FCIOB) is advantageous
