WE'RE HIRING \| Senior Commercial Manager Italconsult is expanding its team in the Kingdom of Saudi Arabia and is seeking a Senior Commercial Manager to join our Project Management Consultancy (PMC#4a) team delivering the iconic DG II Boulevard – Arena Quadrant for Diriyah Company – one of the Kingdom's most prestigious giga-projects and a cornerstone of Vision 2030. 📍 Location: Riyadh, Saudi Arabia (site-based) 🏗️ Project: Diriyah Gate II – Boulevard West, Arena Quadrant 🏢 Employer: Italconsult (PMC Consultant to Diriyah Company)

━━━━━━━━━━━━━━━━━━━━━━━━━ ABOUT THE PROJECT ━━━━━━━━━━━━━━━━━━━━━━━━━

Diriyah Gate II is a world-class mixed-use development covering 6.2 million m² of land area and 5.2 million m² of GFA, featuring iconic assets including the Arena, Opera House, Grand Mosque, 15 hotels, and 17,600 residential units.

The Arena Quadrant package (PMC#4a) encompasses hotels, commercial offices, residential apartments, the iconic Arena sports facility, parks, and mixed-use developments delivered under a Managing Contractor model with Early Contractor Involvement.

━━━━━━━━━━━━━━━━━━━━━━━━━ ROLE OVERVIEW ━━━━━━━━━━━━━━━━━━━━━━━━━

The Senior Commercial Manager will lead the commercial management function across multiple high-value construction packages, ensuring robust cost control, contract administration, and commercial governance from pre-contract through handover.

Reporting to the Commercial, Cost & Procurement Director, the role acts as a key advisor to the Employer on all commercial matters under FIDIC-based contracts (Red, Yellow, and Green Book variants with Diriyah Company modifications), including Lump Sum, District Lump Sum (Provisional Sum), and Remeasure contracts.

━━━━━━━━━━━━━━━━━━━━━━━━━ KEY RESPONSIBILITIES ━━━━━━━━━━━━━━━━━━━━━━━━━

🔹 Commercial & Contractual Management

  • Lead commercial and contractual management of construction works, enabling works, infrastructure works, and integrated construction packages across the Arena Quadrant.
  • Administer FIDIC-based contracts on behalf of Diriyah Company, ensuring full compliance with contract terms, conditions, and obligations.
  • Provide expert commercial advice to the Employer on contract strategy, risk allocation, and procurement options.

🔹 Cost Planning & Control

  • Prepare, manage, and update the Master Cost Plan and individual package cost plans in line with the Development budget.
  • Monitor cost implications during all design stages; prepare forecasts of project costs at completion for the Anticipated Cost Report.
  • Prepare and maintain monthly Cash Flow forecasts, Project Cost Reports, and Anticipated Final Costs.
  • Manage financial risk registers and carry out regular cost benchmarking, including benchmarking for Contractor claims and rates.

🔹 Change & Variation Management

  • Manage the Pending Variation Order (PVO) process, including evaluation, quantification, and negotiation of variations.
  • Review post-tender changes, advise on justification, viability, and achievable cost reductions.
  • Collaborate with the Construction Supervisor and Architect/Engineer-of-Record on cost estimates for potential changes.
  • Maintain the change register and provide a clear link between potential changes and project cost forecasting.
  • 🔹 Payment Certification
  • Oversee assessment and certification of Interim Payment Certificates, Statements at Completion, and Final Payment Certificates.
  • Ensure all Applications for Payment comply with contractual requirements in timing, format, and supporting documentation.
  • Maintain the Retention, Insurance and Bond Register and ensure all bonds and insurances are current prior to certification.

🔹 Claims & Dispute Support

  • Receive, assess, and evaluate Contractor claims; prepare Recommendation Reports for the Employer.
  • Provide delay analysis support, claims defense strategies, and assist in negotiations and amicable settlements.
  • Take proactive steps to prevent and mitigate claims, ensuring contract provisions are adhered to by all parties.

🔹 Tendering & Procurement Support

  • Price Bills of Quantities to ascertain final cost estimates; prepare BoQ Preambles and Contract Preliminaries.
  • Perform tender evaluations, reconcile with Cost Plans, and prepare Award Recommendation reports.
  • Assist in finalization of contract conditions, pricing, and post-tender clarifications.
  • Contribute to Letter of Award (LOA) prerequisite documentation and Tender Evaluation Reports.

🔹 Value Management & Commercial Advisory

  • Provide advice and framework on value engineering opportunities throughout the project lifecycle.
  • Participate in Value Management exercises and prepare cost estimates for substitutions.
  • Validate and verify commercial and financial performance of each project. 🔹 Team Leadership & Reporting
  • Lead and mentor a team of Commercial Managers, Quantity Surveyors, and Procurement staff.
  • Prepare the monthly Cost Report (submitted by the 23rd of each month) covering cashflows, commitments, changes, advance warnings, and budget transfers.
  • Lead Cost and Contract Meetings and contribute to PCG, Executive, and Stakeholder meetings.
  • ━━━━━━━━━━━━━━━━━━━━━━━━━ MINIMUM REQUIREMENTS ━━━━━━━━━━━━━━━━━━━━━━━━━
  • ✅ Education: Bachelor's degree in Quantity Surveying (or equivalent)
  • ✅ Professional Membership: MRICS or CIOB (Required)
  • ✅ Overall Experience: Minimum 15 years in commercial management on large-scale construction projects
  • ✅ Similar Project Experience: Minimum 8 years on giga-projects, mixed-use developments, or equivalent complexity
  • ✅ Regional Experience: Minimum 5 years in Saudi Arabia or other GCC countries
  • ✅ Contract Expertise: Proven track record administering FIDIC Red, Yellow, and Green Book contracts
  • ✅ Language: Full professional fluency in English (spoken, read, and written)
  • ━━━━━━━━━━━━━━━━━━━━━━━━ PREFERRED ATTRIBUTES ━━━━━━━━━━━━━━━━━━━━━━━━━
  • Experience on Managing Contractor / Early Contractor Involvement (ECI) delivery models
  • Exposure to Guaranteed Maximum Price (GMP) and Provisional Sum contract structures
  • Familiarity with Oracle Unifier or similar PMIS cost management platforms
  • Prior experience on KSA giga-projects (NEOM, Red Sea, Diriyah, Qiddiya, ROSHN, etc.)
  • Strong stakeholder management and negotiation skills
