About the Role
The Ministry of Community Empowerment is seeking a Quality & Organizational Excellence Specialist to support quality management systems and continuous improvement programs. Responsibilities
- Develop, review, and continuously improve organizational policies, procedures, governance documents, and Standard Operating Procedures (SOPs)
- Analyze, document, map, and optimize business processes to improve efficiency, effectiveness, and customer experience
- Develop, monitor, and report organizational and departmental Quality KPIs, ensuring alignment with strategic objectives
- Conduct advanced data analysis to identify trends, performance gaps, risks, and opportunities for improvement
- Perform benchmarking studies and comparative analyses to identify best practices and recommend improvement initiatives
- Conduct feasibility studies and operational assessments to support organizational initiatives and strategic decision making
- Coordinate Management Review meetings, prepare executive reports and dashboards, and monitor implementation of agreed action plans
- Support the implementation and continuous improvement of the Quality Management System (QMS) and Organizational Excellence Framework
- Lead self assessments against the UAE Government Excellence Model and other recognized quality frameworks
- Coordinate internal quality audits, organizational assessments, and readiness reviews for excellence awards and external evaluations
- Develop and maintain performance dashboards and management reports using data visualization and business intelligence tools
- Collaborate with business units to implement corrective and preventive actions (CAPA) and continuous improvement initiatives
Requirements
- Bachelor's Degree in Business Administration, Quality Management, Industrial Engineering, Public Administration, or related discipline
- Minimum 5 years of relevant experience in Quality Management, Organizational Excellence, Business Process Improvement, Strategy & Performance Management, or Institutional Development
- Experience with ISO 9001, EFQM, or similar quality frameworks
- Proficiency in data analytics and performance reporting
- Strong knowledge of policy and procedure development

Job Summary
- The Ministry of Community Empowerment (MOCE) is seeking a highly analytical and results oriented Quality & Organizational Excellence Specialist to support the implementation of quality management systems, organizational excellence initiatives, and continuous improvement programs.
- The successful candidate will be responsible for developing and improving policies and procedures, monitoring organizational performance, analyzing data, supporting management reviews, and ensuring compliance with government excellence frameworks and quality standards.

Qualifications & Experience

- Lean Six Sigma Green Belt or higher
- Balanced Scorecard Professional
