About the Role
SPIE Global Services Energy seeks a QA/QC Manager to lead quality assurance across major EPCC projects in oil and gas. The role requires managing QA/QC teams, implementing quality systems, and ensuring compliance with contract and client standards.

Responsibilities
- Lead and manage the QA/QC Department across all phases of Major Projects (Engineering, Procurement, Construction, Commissioning)
- Implement the Project Quality Management System and drive compliance with EPCC Contract requirements
- Conduct and oversee quality surveillance at each project phase
- Develop and execute the Project Quality Audit Plan
- Review and approve Project Procedures for QA/QC adequacy
- Serve as Project Risk Manager, develop and maintain the Risk Register
- Allocate QC inspectors and oversee ITP hold/witness/review points and RFI process
- Embed quality requirements in procurement processes and coordinate vendor facility inspections
- Lead mechanical completion and ensure equipment preservation
- Contribute to monthly progress reports and capture lessons learned
Requirements
- Bachelor's Degree in a technical discipline from an accredited university
- Professional Certification in Quality (e.g., CQE, Lead Auditor ISO 9001)
- Minimum 10 years of relevant experience in major expansion or EPCC projects in Oil & Gas or Petrochemicals
- Minimum 5 years in a QA/QC leadership role with direct team management accountability
- Valid H2S and T BOSIET trainings
- English professional working proficiency

General Information
- SPIE Global Services Energy operates across the entire energy production infrastructure value chain.
- We currently have an opportunity within SPIE Global Services Energy Middle East LLC Doha, Qatar for a QA/QC Manager.
Key Responsibilities
- QA/QC Leadership: Own the full QA/QC function across EPCC phases.
- Quality Surveillance: Conduct and oversee quality surveillance at each project phase.
- Audit Management: Develop and execute the Project Quality Audit Plan.
- Procedure & Compliance: Review and approve Project Procedures for QA/QC adequacy.
- Risk Management: Serve as Project Risk Manager.
- QC & Inspection Oversight: Allocate QC inspectors; oversee ITP hold/witness/review points and RFI process.
- Procurement Quality: Embed quality requirements in material requisitions, bid evaluations, and purchase orders.
- Mechanical Completion & Preservation: Lead mechanical completion and ensure equipment preservation.
- Reporting & Lessons Learned: Contribute to monthly progress reports and Steering Committee updates.
Profile
- Bachelor's Degree (Technical discipline) from an accredited university — mandatory.
- Professional Certification in Quality (e.g. CQE, Lead Auditor ISO 9001, or equivalent) — mandatory.
- Minimum 10 years of relevant experience in major expansion or EPCC projects in Oil & Gas or Petrochemicals.
- Minimum 5 years in a QA/QC leadership role (Section Head, QA/QC Manager, or equivalent) with direct team management accountability.
- Full command of QA/QC management across EPCC lifecycle.
- Expert knowledge of Quality Management Systems (ISO 9001), ITP development and management, NCR/deviation processes, and audit planning and execution.
- Proven experience managing Risk Registers and acting as Risk Focal Point on major capital projects.
- Familiarity with client Integrated Management Systems.
- Solid understanding of EPCC contractual frameworks, PIM requirements, and quality gate processes.
- Proficiency in inspection coordination, vendor surveillance, and fabrication quality control.
- Strong leadership and team management skills.
- Decision oriented with structured analytical and problem solving approach.
