Lead SADAFCO’s long-term procurement strategy and short-term execution for IT and Professional Services.
Manage sourcing, contracting, supplier governance, commercial management, continuity, risk mitigation, and cost optimization across technology and professional services.
Procurement Scope and Strategy
- Manage the complete procurement cycle for software, SaaS, cloud, infrastructure, cybersecurity, telecommunications, hardware, enterprise applications, managed services, consulting, outsourcing, and subscriptions.
- Develop category strategies and three-year roadmaps aligned with IT, Digital Transformation, Cybersecurity, Finance, Legal, PMO, and business priorities.
- Profile suppliers and markets, including vendor qualification, due diligence, information security reviews, onboarding, and segmentation.
Market Intelligence and Evaluation
- Collect global and regional intelligence on technology trends, cloud commercial models, software licensing, cybersecurity risk, supplier innovation, and market practices.
- Identify sourcing, renewal, consolidation, license optimization, and total cost of ownership opportunities.
- Evaluate commercial, technical, cybersecurity, implementation, continuity, and supplier dependency risks.
Governance and Sourcing
- Develop and continuously improve procurement policies, sourcing governance, approval workflows, supplier onboarding standards, contract compliance processes, and operating procedures.
- Prepare and issue RFI, RFQ, RFP, bid, and tender documents for IT projects and professional services.
- Prepare commercial evaluation matrices covering total cost, technical fit, service levels, licensing, compliance, security, continuity, capability, and long-term value.
Commercial Management
- Develop cost models for software, SaaS, cloud, infrastructure, telecom, managed services, and professional services.
- Negotiate pricing, license metrics, consumption drivers, implementation effort, support costs, escalation clauses, renewal options, service credits, and benchmark pricing.
- Identify and implement total-cost-based cost reduction projects.
Contracts, Budgets and Suppliers
- Prepare contract drafts and supply terms for legal validation and ensure timely renewal of key supply agreements.
- Prepare annual IT procurement budgets, including hardware and software renewals and OpEx and CapEx classification.
- Develop supplier performance matrices and build reliable supply partnerships.
- Develop alternate supplier plans and manage supplier SWOT analysis to support delivery, price stability, and quality.
Compliance and Service Levels
- Understand and implement applicable local regulatory requirements, including requirements communicated by relevant authorities.
- Negotiate and implement rate agreements and manage SLA requirements to support timely delivery to business units.
- Bring supplier research and development insights to support innovation and new product launches.
Job Requirements
- At least 6 years of procurement experience in IT and Professional Services.
- Relevant experience in FMCG, BFSI, manufacturing, or another relevant industry.
- Fluent English and Arabic.
- Experience using ERP systems.
- Good knowledge of Microsoft Office and Power BI.
- MBA or postgraduate qualification preferred.
- CIPS or CIPP qualification preferred.
