Lead long-term procurement strategy and short-term execution for HR services, facilities management, and corporate support services.
Deliver value, compliance, service continuity, employee experience, workplace safety, supplier performance, cost transparency, and risk mitigation.
Procurement scope and strategy
- Manage procurement for recruitment, manpower outsourcing, temporary staffing, travel, accommodation, uniforms, training, employee benefits, cleaning, catering, security, maintenance, utilities, leased services, and facilities operations.
- Define category strategies, sourcing models, supplier panels, outsourcing strategies, service delivery models, governance routines, and three-year roadmaps.
- Profile service providers through capability, labor compliance, insurance, HSE, onboarding, and supplier segmentation.
Market intelligence and optimization
- Track labor market, recruitment, manpower, training, benefits, travel, accommodation, facilities, utilities, HSE, and workplace service trends.
- Identify opportunities through consolidation, rate-card standardization, demand management, service specification optimization, outsourcing review, productivity improvement, and total cost evaluation.
- Review preventive maintenance, energy and utility efficiency, site service bundling, contract compliance, and service-level redesign opportunities.
Governance and sourcing
- Develop and improve procurement policies, governance frameworks, approval workflows, supplier onboarding standards, contract compliance processes, and operating procedures.
- Prepare RFI, RFQ, RFP, bid, and tender documents for HR, facilities, workplace, utilities, and related support services.
- Evaluate bids against total cost, service levels, quality, compliance, response times, coverage, HSE, insurance, continuity, capability, and technology.
Commercial and contract management
- Develop service cost models, benchmark prices, validate statutory and compliance costs, and negotiate risk-balanced commercial outcomes.
- Implement cost reduction and value improvement projects without compromising service quality, HSE, employee experience, or business continuity.
- Prepare and coordinate contracts, master service agreements, statements of work, rate cards, SLAs, KPIs, penalty clauses, insurance, confidentiality, HSE, labor compliance, and renewal terms.
Planning and provider performance
- Phase annual HR and facilities spend against workforce plans, recruitment, training, benefits, travel, maintenance, leases, utilities, and facility improvements.
- Monitor provider SLAs, response times, fill rates, quality, statutory compliance, HSE, attendance, incidents, employee feedback, corrective actions, innovation, and cost performance.
- Develop alternate provider plans and manage risks involving labor compliance, HSE, insurance, disruption, dependency, expiry, shortages, and emergency readiness.
Compliance and service improvement
- Introduce workplace technology, automation, digital reporting, preventive maintenance, employee experience solutions, and sustainability initiatives.
- Implement applicable labor, HSE, insurance, municipal, civil defense, accommodation, security, food service, and facility operation requirements.
- Monitor service schedules, recruitment turnaround, travel booking, incident resolution, invoice processing, and reporting timelines.
Candidate requirements
- Minimum six years of relevant procurement experience in HR services, facilities management, corporate services, manpower outsourcing, service contracts, or related categories.
- MBA or postgraduate qualification.
- Fluent English and Arabic.
- Experience using ERP systems.
- Good knowledge of Microsoft Office and Power BI.
- CIPS or CIPP qualification preferred.
