About the Client

The client is a fast-growing shipping organization headquartered in Dubai with offices across Europe and Asia.

The company operates a fleet transporting crude oil and petroleum products.

Role Overview

The company is seeking a Purchase Officer/Manager to join its procurement team.

The role supports procurement for vessels, dry dock projects, and operational expenditure requirements.

Procurement Responsibilities

  • Manage fleet requisitions through procurement and supply chain management systems.
  • Source quotations for marine spare parts, stores, chemicals, safety equipment, consumables, provisions, and dry dock materials.
  • Prepare bid comparisons and supplier summaries for review and approval.
  • Negotiate supplier pricing, payment terms, delivery schedules, and contracts.
  • Evaluate and recommend supplier tenders, bids, quotations, and proposals.
  • Coordinate delivery of purchased goods and services to vessels worldwide.
  • Review external technical manager requisitions and quotations for compliance with procurement standards.
  • Maintain supplier relationships and identify cost-saving opportunities.

Supplier and Records Management

  • Evaluate suppliers, monitor performance and pricing deviations, and document shortcomings.
  • Collaborate with Technical, Marine, Operations, and Finance teams on economical procurement solutions.
  • Maintain procurement records, supplier databases, and purchasing documentation.

Required Qualifications

  • Bachelor's degree in business administration, procurement, supply chain management, maritime studies, engineering, or a related discipline.
  • At least 2 years of purchasing or procurement experience in shipping, maritime, ship management, or tanker operations.
  • Strong understanding of marine procurement and end-to-end Procure-to-Pay processes.
  • Experience procuring technical marine spare parts, stores, equipment, and services for vessels.
  • Strong negotiation, sourcing, vendor management, and contract management skills.
  • Strong written and verbal English communication skills.
  • Proficiency in Microsoft Office and procurement systems or software.

Preferred Experience

  • Knowledge of Dry Dock procurement activities is an advantage.
  • Russian language proficiency is highly preferred.
  • Experience with tanker vessels, crude oil, or petroleum product carriers is a strong advantage.
  • Familiarity with international marine suppliers, ship chandlers, and global vessel logistics.
