Role Overview
The Manager - PMO is a strategic leadership role within the Operational Excellence team.
The role shapes product and initiative direction, leads the enterprise PMO, and embeds enterprise risk management across planning and execution.
The role translates enterprise priorities into governed portfolios and leads cross-functional delivery through adoption and benefits realization.
Product and Portfolio Strategy
- Define product visions and multi-year roadmaps and lead structured discovery.
- Develop and challenge business cases and investment options.
- Maintain prioritised roadmaps and backlogs based on value.
Governance and Delivery
- Lead executive governance, steering committees, decision rights, and stakeholder accountability.
- Lead strategic, digital, operational, and capital initiatives from mobilization through handover and adoption.
- Govern milestones, dependencies, risks, scope baselines, delivery approach, and change control.
Commercial and PMO Management
- Manage interdependencies, sequencing, budgets, CAPEX/OPEX, variances, capacity, resources, vendors, and consultants.
- Lead and mature the enterprise PMO as the central governance and assurance function.
- Define KPIs and benefits measures and provide executives with a reliable view of portfolio health.
Enterprise Risk and Capability
- Maintain the enterprise risk framework, appetite, escalation thresholds, assessments, and corporate risk register.
- Integrate risk insight into strategic and investment decisions with executive reporting.
- Partner on change readiness, training, benefits tracking, post-implementation reviews, and delivery capability building.
Qualifications
- Bachelor's degree in a listed business, engineering, project management, technology, data, analytics, or related field.
- Master's degree is preferred.
- PMP, PRINCE2 Practitioner, or MSP certification is strongly preferred.
- Agile or Scrum certification is desirable; Lean Six Sigma and risk certification are advantageous.
Experience and Competencies
- 8–12 years of progressive experience across product management, project or programme delivery, enterprise PMO, strategy execution, or transformation.
- Substantial experience establishing or maturing an enterprise-level PMO and managing enterprise risk.
- Experience delivering multi-million-dirham initiatives in a matrixed environment.
- Strong executive influence, commercial acumen, change leadership, analytical judgement, and coaching ability.
Methods and Tools
- Advanced Agile, hybrid, Waterfall, Kaizen, and DMAIC delivery knowledge is required.
- The role uses PPM and BI tools including MS Project, Primavera P6, Planview, Smartsheet, Jira, Azure DevOps, and Power BI.

The Operational Excellence team covers transformation, continuous improvement, QHSE, ESG, compliance, risk, and technology-enabled change.
