Job Overview

  • We are seeking an experienced Project HSE Manager to lead Health, Safety, and Environmental (HSE) management for major Oil & Gas EPC, construction, and commissioning projects in the UAE.

Key Responsibilities

  • Lead and manage all project HSE activities throughout engineering, procurement, construction, commissioning, and handover.
  • Develop, implement, and maintain Project HSE Management Plans, procedures, risk assessments, and emergency response plans.
  • Ensure compliance with ADNOC and/or Dubai Petroleum HSE requirements, UAE regulations, and international standards.
  • Monitor contractor HSE performance through inspections, audits, and site surveillance.
  • Lead incident investigations, root cause analyses, and implementation of corrective and preventive actions.
  • Ensure effective implementation of Permit to Work (PTW) systems and control of high risk activities.
  • Conduct HSE training, inductions, toolbox talks, and leadership safety engagements.
  • Prepare and present HSE performance reports, KPIs, and project safety statistics to senior management and clients.
  • Liaise with clients, consultants, regulatory authorities, and subcontractors on all HSE related matters.
  • Promote a strong safety culture and continuous improvement across project teams.

Requirements

  • Bachelor's Degree in Engineering, Environmental Science, Occupational Health & Safety, or a related discipline.
  • Minimum 15 20 years of HSE experience in the Oil & Gas industry.
  • Demonstrated experience as a Project HSE Manager on major EPC, construction, or commissioning projects.
  • Mandatory experience working on ADNOC Group and/or Dubai Petroleum projects.
  • Strong knowledge of UAE HSE regulations, ADNOC Codes of Practice, and international HSE standards.
  • Experience with ISO 45001 and ISO 14001 management systems.
  • Professional HSE certifications such as NEBOSH International Diploma/IGC, IOSH, or equivalent.
