Responsibilities
- Lead and manage overall construction delivery of the railway program across multiple project packages
- Drive site execution strategies to ensure safe, efficient, and timely delivery
- Oversee and coordinate construction teams, subcontractors, package managers, and support functions
- Ensure integration between engineering, procurement, construction, commercial, planning, contracts, and project controls
- Monitor construction progress and implement recovery plans for delays or performance gaps
- Manage site related risks, constructability issues, sequencing constraints, and interface coordination
- Lead delivery reviews, construction progress meetings, and reporting processes
- Ensure construction activities comply with project specifications, contractual requirements, quality standards, and HSE regulations
- Support development of construction methodologies, phasing plans, mobilization strategies, and execution plans
- Act as key point of contact for internal stakeholders, contractors, consultants, and client on delivery matters
Requirements
- Bachelor's degree in Civil Engineering, Construction Management, or related discipline
- Minimum 20 years of total experience in major infrastructure and construction projects
- Strong experience in conventional railway and freight rail projects essential
- Proven project and construction delivery experience in leading major infrastructure projects from execution through completion
- Strong background in construction management, site delivery, contractor coordination, and field execution
- Prior experience in Program Delivery Manager, Construction Delivery Manager, or similar senior delivery role on major railway projects
- Gulf experience preferred
- Strong knowledge of HSE, quality, risk, compliance, and construction best practices

Context

- The Project Delivery Manager will lead delivery of conventional railway and freight rail program with focus on construction execution, package coordination, interface management, and delivery performance.
Missions/Main Duties
- Lead and manage overall construction delivery across multiple project packages.
- Drive site execution strategies for safe, efficient, timely delivery.
- Oversee and coordinate construction teams, subcontractors, package managers.
- Ensure strong integration between engineering, procurement, construction, commercial, planning, contracts, and project controls.
- Monitor construction progress and implement recovery plans.
- Manage site related risks, constructability issues, sequencing constraints, logistics challenges.
- Lead delivery reviews, construction progress meetings, and reporting.
- Ensure compliance with project specifications, contractual requirements, quality standards, HSE regulations.
- Support development of construction methodologies, phasing plans, mobilization strategies.
- Act as key point of contact for stakeholders, contractors, consultants, client.
- Promote site culture focused on safety, quality, productivity, accountability.
- Support testing, commissioning readiness, and handover planning.
Profile/Skills
- Bachelor's degree in Civil Engineering, Construction Management, or related discipline. Master's degree an advantage.
- Minimum 20 years total experience in major infrastructure and construction projects.
- Strong experience in conventional railway and freight rail projects essential.
- Proven project and construction delivery experience in leading major infrastructure projects.
- Strong background in construction management, site delivery, contractor coordination.
- Prior experience in Program Delivery Manager, Construction Delivery Manager, or similar senior delivery role on major railway projects.
- Gulf experience preferred.
- Strong understanding of construction sequencing, site logistics, temporary works, constructability, project controls.
- Demonstrated ability to manage complex construction interfaces and multidisciplinary teams.
- Excellent leadership, stakeholder management, communication, problem solving skills.
- Strong knowledge of HSE, quality, risk, compliance, and construction best practices.
