Responsibilities

Provide overarching strategic leadership and oversight for the entire ECM program
Develop and manage comprehensive program plan including scope, schedule, budget, and risk management
Act as primary point of contact for executive communications with client, vendors, and partners
Lead and mentor a diverse team of project managers, technical leads, and subject matter experts
Oversee performance of third party vendors and ensure adherence to contractual agreements and SLAs
Maintain strict financial control over program budget, including forecasting and tracking expenditures
Ensure deliverables meet quality standards and regulatory compliance requirements
Establish robust reporting mechanisms and provide transparent updates to stakeholders
Proactively identify and resolve high level impediments, conflicts, and interdependencies
Work with client to define post implementation operational support and future innovation roadmaps

Requirements

Minimum 12+ years of progressive experience in program or senior project management
At least 5 years managing programs of significant scale and complexity (budgets >$20M, multi year)
Proven track record of delivering complex enterprise level software solutions and digital transformation initiatives
Extensive experience managing multi vendor projects and international, geographically dispersed teams
Fluency in English and Arabic (reading, writing, speaking)
Strong understanding of large scale IT infrastructure and enterprise software implementation projects
Proficient in project and program management methodologies (Agile, Waterfall, Hybrid, SAFe)
Prior experience in public safety, law enforcement, or defence technology projects highly desirable
Demonstrated experience in organizational change management within large entities

Role Overview

The Program Manager will be responsible for the overall strategic planning, execution, and successful delivery of a large scale Enterprise Transformation solution for a prominent Public Sector Entity.
This role demands exceptional leadership to oversee all program phases, manage complex cross functional teams, ensure strategic alignment, and drive the program to achieve defined outcomes within scope, budget, and timeline constraints.

Key Responsibilities

Strategic Leadership & Governance: Provide overarching strategic leadership for the entire ECM program.
Program Planning & Management: Develop and manage comprehensive program plan including scope, schedule, budget, and risk management.
