Role Overview

Program Delivery and Execution

• Manage end-to-end execution of a complex technology transformation program.
• Translate program objectives into delivery plans, milestones, priorities, and measurable outcomes.
• Coordinate multiple projects, workstreams, project managers, technical teams, vendors, and delivery partners.
• Ensure delivery against scope, schedule, budget, quality, and contractual commitments.
• Track milestones, deliverables, dependencies, critical paths, and resource requirements.
• Identify delivery challenges and drive corrective or recovery actions.

Governance and Reporting

• Implement program governance, controls, reporting, and escalation mechanisms.
• Track KPIs, milestones, financial targets, risks, and dependencies.
• Maintain program plans, RAID logs, action trackers, decision logs, and governance documentation.
• Prepare status reports and executive-level presentations.
• Support Steering Committee and senior leadership meetings.

Stakeholder Management

• Build relationships with senior stakeholders, internal teams, partners, and vendors.
• Coordinate business, technology, delivery, and management teams.
• Facilitate program meetings, workshops, governance forums, and delivery reviews.
• Manage expectations and drive alignment and timely decision-making.

Financial and Resource Management

• Manage program budgets, forecasts, resource plans, and financial performance.
• Monitor actual spend against approved budgets and forecasts.
• Support resource allocation and utilization across projects and workstreams.
• Identify financial risks and cost optimization opportunities.

Risk and Vendor Management

• Identify, assess, track, and mitigate program risks and issues.
• Manage dependencies across projects, workstreams, vendors, and technology teams.
• Establish ownership and resolution plans for critical risks and issues.
• Monitor vendor performance against deliverables, milestones, and service commitments.
• Coordinate resolution of cross-vendor dependencies and delivery issues.

Quality and Continuous Improvement

• Ensure adherence to program management methods, governance standards, security requirements, and quality controls.
• Monitor delivery quality and implement corrective actions.
• Improve program processes, reporting, governance, and delivery effectiveness.
• Support operational readiness, transition, and handover into business-as-usual operations.

Required Experience

• Bachelor’s degree in Business, Information Technology, Engineering, Computer Science, or a related discipline.
• Requires 10+ years of project or program management experience, including complex technology programs.
• Experience managing large-scale technology or digital transformation programs with multiple projects and workstreams.
• Experience coordinating project managers, technical teams, vendors, partners, and cross-functional stakeholders.
• Experience managing schedules, budgets, resources, risks, issues, and dependencies.
• Understanding of program governance, PMO frameworks, RAID management, change control, and executive reporting.
• Experience in complex multi-vendor and systems integration environments.
• Experience engaging with senior management and executive stakeholders.
• Strong financial and commercial awareness.

Preferred Experience

• Major technology program delivery experience in the UAE or wider GCC region is preferred.
• Experience across systems integration, infrastructure, cloud, applications, cybersecurity, digital transformation, or IT modernization programs is preferred.
• Experience in large-scale, complex, highly governed enterprise environments is preferred.
• Program or project management certification such as PMP, PgMP, MSP, PRINCE2, SAFe, or Agile is preferred.
• A postgraduate qualification is advantageous.
