Job overview

The Procurement Specialist applies conceptual procurement knowledge with moderate guidance to solve straightforward procurement problems.

The role analyzes solutions using standard procedures and applies technical experience, judgment, and precedents.

Procurement responsibilities

  • Procure materials from approved vendors at competitive prices while meeting budget, technical, quality, safety, and delivery requirements.
  • Interface with project management, engineering, construction, QA/QC, safety, accounting, warehouse, and vendor teams.
  • Understand requisitions, international standards, codes, and regulations for construction-industry materials.
  • Assist with procurement strategies and maintain a sound vendor base.
  • Survey markets for potential supply sources, price trends, delivery lead times, and manufacturing capacity.
  • Evaluate vendor performance and facilitate supplier registration.

RFQ and sourcing

  • Review requisitions, issue RFQs, secure compliant offers, coordinate technical bid evaluations, and manage vendor clarifications.
  • Perform commercial bid evaluations and select vendors in line with procedure, budget, and delivery requirements.
  • Maintain sourcing lists, expedite quotations, prepare recommendations of award, and obtain approvals.

Orders and compliance

  • Place purchase orders within approval limits and administer revisions, discrepancies, files, and audit trails.
  • Support expediting and resolve commercial clarifications, delivery nonconformance, and OS&D issues.
  • Provide procurement inputs for bid pricing and coordinate with the Bids and Proposal team.
  • Supervise, direct, train, and coordinate assigned personnel while ensuring procurement-policy compliance.

Qualifications

  • Engineering degree.
  • Approximately 10 years of relevant experience.
  • Broad knowledge of the procurement process.
  • Ability to communicate commercial solutions to procurement and non-procurement personnel.
  • Understanding of local and regional logistics regulations and agreements.
  • Working knowledge of Microsoft Word, Excel, and Access.
  • Experience with Smart Plant Materials and HR systems.
  • Process-improvement or Six Sigma certificates are a plus.
