Procurement Manager – Pre-Openings & OS&E

Role Overview

Procurement Responsibilities

• Manage procurement requirements, quantities, specifications, budgets, purchasing plans, trackers, and delivery schedules for assigned pre-opening projects.
• Identify and develop local and international suppliers, manage RFQs, RFPs, tenders, quotation analysis, comparison reports, and commercial negotiations.
• Recommend suppliers and coordinate purchase orders, supplier production, quality control, lead times, logistics, customs, warehousing, and delivery.
• Conduct supplier and factory visits where required and coordinate samples, mock-ups, product evaluations, and specification compliance.
• Maintain procurement records, monitor expenditure, optimize costs, coordinate payments and reconciliations, and report procurement status.

Opening and Handover

• Coordinate receiving, inspection, inventory verification, departmental distribution, snagging, shortages, damaged items, replacements, and outstanding supplier obligations.
• Complete procurement handover to hotel teams with documentation, warranties, supplier contacts, inventories, and outstanding matters.
• Support multiple pre-opening projects and provide progress updates, risk assessments, and action plans to Corporate leadership.
• Contribute to procurement standards, preferred supplier networks, specifications, and continuous process improvement.

Qualifications and Experience

• Bachelor's degree in Supply Chain Management, Procurement, Business Administration, Hospitality Management, Engineering, or a related field.
• Minimum 5–7 years of relevant procurement experience, preferably in hospitality, hotels, resorts, or large-scale development projects.
• Strong hotel pre-opening procurement and OS&E experience is highly preferred.
• Experience managing procurement from budgeting and tendering through delivery and operational handover is required.

Technical and Professional Skills

• Knowledge of OS&E categories across Rooms, Housekeeping, Food and Beverage, Kitchens, Stewarding, Front Office, Spa, Engineering, Security, and other hotel departments is preferred.
• Knowledge of RFQs, tendering, quotation analysis, commercial evaluation, purchase orders, supplier management, logistics, and inventory coordination is required.
• Commercial negotiation, numerical analysis, project management, organization, supplier relationship management, and problem-solving capabilities are required.
• High proficiency in Microsoft Excel and Microsoft Office is required; procurement or ERP systems experience is advantageous.
• Excellent written and verbal communication skills in English are required; additional languages are advantageous.

Travel and Work Environment

• Ability and willingness to travel to project locations, suppliers, factories, and hotel sites is required.
• The role operates in a fast-paced, deadline-driven environment where opening dates and project milestones are critical.
