Procurement Director

Job Purpose

Procurement Strategy and Sourcing

• Develop and implement procurement strategy aligned with organizational and project objectives.
• Lead procurement activities across projects and corporate requirements for timely and cost-effective sourcing.
• Develop procurement plans, sourcing strategies, tendering approaches, and contracting strategies for major projects and packages.

Tendering and Negotiations

• Oversee prequalification, RFP and RFQ issuance, bid evaluation, commercial negotiations, and contract award recommendations.
• Lead negotiations with suppliers, consultants, contractors, and service providers to secure commercially advantageous terms.
• Review and approve procurement documentation, tender evaluations, commercial recommendations, purchase orders, and contract awards within delegated authority.

Governance and Performance

• Ensure procurement activities comply with approved policies, governance frameworks, delegated authorities, and applicable regulations.
• Establish supplier and contractor evaluation, selection, and performance management processes.
• Monitor procurement budgets, commitments, savings, lead times, and procurement performance against KPIs.
• Identify procurement risks, supply chain constraints, and cost impacts and implement mitigation strategies.

Stakeholder and Team Leadership

• Work with Projects, Commercial, Finance, Legal, Design, and other departments to support project delivery schedules.
• Develop strategic supplier relationships and identify opportunities for consolidation and long-term agreements.
• Provide procurement reports and recommendations to executive management.
• Lead, develop, and manage the procurement team while driving continuous improvement and best practices.

Qualifications and Experience

• Bachelor’s degree in Supply Chain Management, Procurement, Business Administration, Engineering, or a related discipline.
• Master’s degree or MBA would be an advantage.
• Professional procurement qualification such as CIPS or equivalent is preferred.
• Extensive senior-level procurement and supply chain experience, preferably in construction, real estate development, infrastructure, or project-based environments.
• Strong experience managing complex tenders, major procurement packages, supplier negotiations, and contract awards.
• Strong commercial understanding of cost management, contracts, supplier performance, and procurement governance.
• Proven experience leading procurement teams and working with senior internal and external stakeholders.
