About the Role
AECOM seeks a Planning Engineer for roads and infrastructure projects in Dubai. The role involves developing and maintaining project schedules, monitoring progress, performing delay analysis, and supporting claims.

Responsibilities
- Ensure project schedules comply with RTA specifications, guidelines, and standard work breakdown structures (WBS) for roads, bridges, and infrastructure projects.
- Coordinate planning activities in line with RTA approval procedures, including interim milestones, traffic staging, and sectional handover requirements.
- Monitor and integrate RTA authority approvals (NOCs, permits, traffic diversion approvals, utility coordination) into the project schedule.
- Review and assess contractors’ programs against RTA contractual milestones, key performance indicators (KPIs), and phasing requirements.
- Develop, review, and maintain detailed project schedules (baseline, recovery, and revised programs) using Primavera P6 or equivalent planning software.
- Prepare master schedules, look ahead programs, and weekly/monthly progress reports in coordination with project teams.
- Monitor project progress against the approved baseline and identify delays, risks, and critical path impacts.
- Perform schedule risk analysis, delay analysis, and time impact analysis (TIA) in accordance with contract requirements.
- Coordinate with construction, procurement, design, and commercial teams to ensure alignment between schedule, resources, and deliverables.
- Review contractors’ planning submissions, method statements, and manpower histograms for compliance with contract specifications.
- Support the Project Manager/Resident Engineer by providing planning inputs for decision making and corrective actions.
- Prepare and evaluate EOT (Extension of Time) claims, substantiating delays with proper planning narratives and evidence.
Requirements
- A minimum of 8+ years’ experience in the Planning / Project Controls field
- Bachelor’s Degree in Civil Engineering or Construction Management
- Advanced knowledge of ORACLE Primavera P6 Project Management Software
- Ability to develop, monitor and control schedules
- Hands on working knowledge of WBS coding structure, cost/schedule variance analysis, Earned Value Management (EVMS), project trend, contract change and claims
- Working knowledge of Time Impact Analysis techniques

Qualifications
- A minimum of 8+ years’ experience in the Planning / Project Controls field is required. Applicants would ideally have worked on major programs in transport.
- A Bachelor’s Degree in Civil Engineering or Construction Management.
- Advanced knowledge of ORACLE Primavera P6 Project Management Software.
- Ability to develop, monitor and control schedules.
- Hands on working knowledge of WBS coding structure, cost /schedule variance analysis, Earned Value Management (EVMS), project trend, contract change and claims.
